Commission that are up for renewal. When I called the city
offices, I was told to send my request to be considered for a seat
to you. Please accept this request and attached resume as my
application to fill one of the seats on the Tustin Planning
Commission.

EDUCATION
Completed four year Bachelor of Science program at Texas A&M University and earned B.S.
Degree in May 1966. Forty One hours additional graduate science work at Stephen F.
Austin State College and Baylor University College of Medicine.
ARMED FORCES
Three year tour in U.S. Army, with one year in Viet Nam, ended in July 1972. Along
with the usual campaign ribbons I was awarded the Bronze Star, Joint Services
Commendation, Army Commendation and Good Conduct Medals. I left with an Honorable
discharge and was a Specialist Five in grade.
EMPLOYMENT HISTORY
Currently I am a Sales Representative of Keystone USA based in Ontario. Keystone is
a manufacturing company located in Houston. I call on industrial and municipal
accounts as well as engineering firms. We make valves and valve controls. I started
with Keystone in January 1988. In addition to sales, a significant part of my job is
to assist engineers in specifying the correct valves and controls for their
applications. I enjoy great success in my work. Sales in my territory increased by
224% in 1989 over 1988. 1990 was another goal breaking year.
Prior to Keystone I was with Triple A Containers in Buena Park, CA. I was in outside
sales covering most of Orange county. This was taken as an interim position after a
lay-off by Rockwell while looking for a suitable position in my field of valve sales.
From November 1985 through October 1986 I was a Senior Sales Representative with
Rockwell International's Flow Control Division. I sold valves in Southern California
in a variety of industrial and municipal markets. Due to the significant downturn in
oil field business they restructured the division and laid off many. I was new and one
of the first ones to cut. I successfully opened the Bakersfield market for them and
made significant sales to Southern California Edison.
In June 1979 I began as a sales trainee with DEMCO in Houston, TX. I advanced rapidly
and within 17 months I was promoted to District Sales Manager of the West Coast
District due to a significant increase in sales to my customers. As district manager
I was responsible for sales to key customers, marketing surveys, setting goals, and
organizing the sales efforts of my representatives. I was also responsible for
training, hiring, motivating, firing, and assisting agents in seven states. Our
products were valves and oil field equipment. With the down turn in oil field sales
came lay-offs. DEMCO went from 1200 to around 300 employees. I was laid off toward
the end in March 1985.
During the period from June 1973 through April 1979 I was with New York Life Insurance
Company. I started as an office Manager Trainee in Austin, Texas on a two year
training program. Promoted after one year to an office in Houston, Texas. I was
responsible for hiring, firing, training, motivating and supervising a staff
responsible for aiding and advising agents and policy holders as to their problems,
complaints and questions while insuring the prompt issuance of policies.. One of my
accomplishments was to observe, analyze and evaluate a highly polarized staff, then
redefine their duties according to abilities and thus provide a much more motivated,
cohesive and efficient unit which increased their production significantly.
In summary, I have enjoyed both managerial and sales responsibilities and have gained
a reputation as an honest hard working knowledgeable businessman.
PERSONAL
February 27, 1990, Wallace G. Wilkinson, Governor of the Commonwealth of Kentucky
honored me with that state's highest honor. He commissioned me a Kentucky Colonel.
In September 1989 I was appointed to the Board of the Tustin Water Corporation. Also,
I am a member of the Texas A&M Former Students Association, VFW Tustin Post, Full
Gospel Businessman's Fellowship chapter in Santa Ana, and a member of Colonial Bible
Church in Tustin. My wife, Fabie, and I have lived in Tustin since June of 1983. In
the Fall of 1988 I was elected to the Board of Directors of the Tustin Meadows
Community Association. October 1989 I was elected President of our association. In
October I will celebrate the 47th anniversary of my birth. I have one son, living in
Texas. Hobbies include computers, swimming, reading, bicycling, and photography.

Dear Mayor Puckett,
I would appreciate you supporting me to fill one of the seats up
for reappointment on the Tustin Planning Commission.
Our community is of great interest and concern to me. I would like
to be involved in Tustin's future. With my experience, common
sense, education, and maturity, I would be able to evaluate the
issues and staff reports that would come before me. My work
includes contact with many city, county, and regional offices
planning for the long range growth of their areas. I also call on
the engineering firms assisting in the design of water and waste
water facilities and pipelines to serve areas of planned growth.
It is fun being part of their planning process. With my practical
understanding of the benefits and need to plan growth for cities,
I know I would be an asset to the planning and problem solving
process that occurs on the Tustin Planning Commission.
I own my home in Tustin and have no other property or business
interests that would hinder me in making honest and impartial
decisions.
Currently, I am on the Tustin Water Board and I am ' the president of
the Tustin Meadows Community Association Board. Tustin is a unique
oasis in the midst of Orange County. I would like to help preserve
the wonderful "small town" atmosphere that makes Tustin so unique,
as well as see us have planned growth into the future.
My wife is a native of this area and we have lived in Tustin since
our marriage in 1983. We enjoy this community and feel it is our

Dear Ms. Whiteman:
After living -in Santa Ana for some 21 years, my wife and
I have recently moved. to Tustin Ranch. I am 60 years old, have
been married for 40 years and am the father of three grown children
and the grandfather of two.
I have learned that the City of Tustin is soliciting
applications for two Planning Commission seats which will open July
15, 1991. I am interested in serving the City in this position.
For 22 years I have been a Professor of Criminal Justice
at California State University, Los Angeles, and am still lecturing
full time. There is good portion of free time available to me,
however, particularly from June 15 to October 1 each year, and I am
only on the campus on Tuesdays and Thursdays.
I have been active at Trinity Presbyterian Church for all
my years in the Tustin - Santa Ana area, serving on the Board of
Elders for two different terms, and could offer references from
that milieu, should you so desire.
Since a large part of my education and especially
graduate work has been in the field of Public Administration and
Management, I have been most interested and involved with city
government for most of my adult years, and I served some 12 years
on the City of Santa Ana Personnel Board, eleven years as Chairman.
I also served on the Santa Ana Charter Review Committee. If you
desire, I could offer references from both Santa Ana city employees
and fellow board members.

Re: Planning Commission vacancies
Dear Ms. Whiteman:
I am writing to request consideration for appointment to one of the
vacancies on the Tustin Planning commission. I believe that my
background and experience would be a valuable contribution to the
City of Tustin.
My husband and I have resided in the City of Tustin for the past
two and one --half years. I am an attorney, with over ten years of
experience, primarily in the areas of land use and municipal law on
behalf of public entities. My husband, Marc Petrie, is a systems
analyst employed by the County of Los Angeles, and involved in the
development of a computer system for the Municipal and Superior
courts for the County of Los Angeles. We are both registered
voters.
I am currently employed by the law firm of Brunick, Alvarez &
Battersby, in San Bernardino, where I specialize in municipal,
water and general civil law. In this capacity, I act as a legal
advisor to the cities of Yucaipa and Highland, as well as to
various water districts and college districts. I also represent
public entities and private clients in civil litigation matters.
From August 1990 until May of 1991, 1 was employed as a deputy city
attorney for the City of Garden Grove. At Garden Grove, I
prosecuted Municipal Code violations in the area of Code
Enforcement, concerning zoning, building, housing and fire code
violations. I also acted as legal advisor to the personnel,
comunity services, planning, building, police, fire, administrative
services, and housing departments, including the drafting of
contracts, ordinances, resolutions and other legal documents, as
well as the analysis and interpretation of City ordinances.
In addition, from July 1984 to May 1987, I was the Assistant City
Attorney for the City of Oceanside. In this capacity, I acted as

Practices Commission and all City departments on planning, land
use, engineering, building and housing matters, including the
drafting of resolutions, ordinances and other legal documents as
well as the interpretation and analysis of muncipal, county and
state ordinances and statutes. Previously, from December 1981 to
June 1984, I was employed by the law firm of Allard, Shelton &
O'Connor in Pomona, where I acted as deputy city attorney for the
cities of La Verne and Claremont. At each of these cities, I
advised the Planning Commission, City Council and City staff on
planning, land use, engineering and housing matters, as well as
general municipal issues.
In my ten years as an attorney, I have also represented insurance
companies. on insurance coverage matters involving potential
fraudulent insurance claims, as well as carried out general civil
litigation and legal research.
My extensive legal background throughout Southern California on
behalf of cities in the areas of land use and zoning, my first-hand
experience with the functioning and needs of local Planning
Commissions in responding to and guiding development within their
communites, as well as my own exprience as a resident and voter in
the City of Tustin, has made me extremely sensitive to the needs of
local agencies in planning the development of their communities for
the future. I believe that my background and experience will
enable me to serve on the Tustin Planning Commission with
commitment and effectiveness.
Both my husband and I enjoy and appreciate the community and
environment of the City of Tustin. I look forward to returning a
contribution to the City through service on the Planning
Commission.

Subject: Vacant commission positions
My name is Larry Layne. I am applying for one for the vacancies
either on the Planning Commission or on the Parks and Recreation
Commission, with preference for the Planning Commission. I am
providing a brief background of my education and work experience
for your consideration.
I have been a resident of Tustin for a short time, having bought
a home in the historical district in August 1990.- Prior that I was
in temporary residence in Santa Ana while awaiting the purchase of
a home. I was a resident of Oakland, California for over 10 years.
I am employed and have been for over 20 years with the California
Department of Transportation. My current assignment in District
12 is monitoring all the major transportation projects in Orange
County of which Caltrans has involvement. I report their progress
to the executive staff and Caltran's Headquarters and the
California Transportation Commission. Prior to this assignment I
was in San Francisco District 4 where I planned, estimated and
prepared environmental documents for transportation facilities.
I worked with county and city executive staffs and commissions on
these assignments. I was also in Los Angeles District 7
supervising the Santa Monica Freeway changeable message sign
project and participated in route planning for Route 90.
My education includes architectural design studies at Valley
College in Van Nuys, University of Arizona and Cal Poly San Luis
Obispo. I have a Bachelor of Science in Architectural Engineering
from Cal Poly SLO. I am current study.Lng corraunity planning at UC
Irvine.

name is William Stracker, a registered voter, a resident of the City of Tustin and a resident
within Orange County for twenty-seven years.
I believe my qualifications would fit very well as a member of the Planning Commission. I
have my California state registration as a Civil Engineer and Traffic Engineer and have
worked in the public and private sectors. I have a working knowledge of the technical and
political issues that confront a City Planning Commission and have a common sense
approach to problem solving and consensus building.
My current employer is HDR Engineering, Inc., in Irvine. HDR provides civil engineering,
transportation, solid waste, water and wastewater engineering services to public agencies.
The firm is on contract to the City of Norwalk as City Engineer, where I presently am on
retainer for two days per week.
Previously, I was employed by the City of Beverly Hills, as Director of Transportation and
City Engineer. In this position, I served as Secretary to the City Transportation Commission
and as a staff member on the City's Environmental Review board (ERB). The ERB
reviewed all development projects proposed within the City for compliance with
environmental issues of both a technical and policy nature.
Prior to Beverly Hills, I was Vice President of an engineering consulting firm where
provided contract City Engineer or Traffic Engineer services to over ten agencies.
I have participated in the development of City general plans; Assessment Districts; Traffic
Studies; Neighborhood meetings; citizen committees for neighborhood traffic control
strategies, establishment of City wide goals and vision statements, and development review
criteria.
I am concerned about quality development in the City of Tustin, the affordability of housing,
and maintaining the "excellence" of living in Tustin.

Most of my 18 years in'Tustin have been spent in serving the community in one form or another. After
many years of community involvement, I spent 7 years on the Planning Commission, serving two separate
times as its Chairman. I resigned in 1989 because of personal reasons. Since the circumstances for which I
resigned have changed, I would like to return to the Commission, if possible. In addition to the experience
gained from my time on the Commission, I also hold a Two -Year Certificate in Land -Use Planning and Devel-
opment from UC - Irvine. The future of Tustin means a great deal to me and I would again like to be a part of
the body that helps mold it.

A recent article in the Tustin News stated that the City is
interested in hearing from Tustin residents who are interested in
volunteering their time to serve on the Planning Commission.
This is to'`let you know that I am very interested.
As a licensed engineer and owner of a traffic engineering
consulting firm, I have a great deal of experience in preparing
the types of Traffic Impact Reports which the Planning Commission
will be reviewing. My experience could be valuable to other
members of the Commission who may not be familiar with traffic
engineering practices and principals.
