SUBJECT: PARKS AND RECREATION COMMISSION CANDIDATES
Pleasure of the Council.
BACKGROUND:
According to Ordinance 1058, the terms of 4 Parks and Recreation
Commissioners come due the second Council Meeting in July of 1991.
Commissioners Lois Carr, Jim Kane, Jim Niemiec, and Sandra Van Dorn
terms have expired. Only Commissioner Carr, and Commissioner Kane
have expressed an interest in being re -appointed.
In the past, the Council has interviewed all interested candidates.
Staff needs direction from the Council in order to proceed.
Attached for the Council's review are the applicants wishing to be
considered for the Commission vacancies. Also attached is a letter
of resignation from Commissioner Jim Niemiec.

I would like to be considered for a position on the Parks and
Recreation Committee. Attached is a resume of my past ex-
perience. For the last four and a half years I have been a
resident of Tustin and have been attending the commission
meetings regularly for the last year. As the Park Represent-
ative for the Peppertree Homeowners Association, I partici-
pated in events regarding our neighborhood such as the new
play equipment and lighting and "Celebrate the Family Neigh-
borhood Picnic.': I'm very interested in issues related to
recreation, parks, and the community of Tustin.
Please accept this submission as my interest to serve on the
Tustin Parks and Recreation Commission should an opening
be presented.

Dear Ms. Whiteman,
I am writing in response to an opening on the Parks and Recreation
Commission. I very much would like to fill this position. I am a Tustin resident
and am a registered voter. I've been living in Tustin for over two years and have
since gotten married and have a six month old daughter. My husband and I
both work in Tustin.
One of my strongest interests is in community involvement. When I was
in High School I was active in the Key Club, a foreign exchange student
through the American Field Service, and while in college did volunteer work for
Head Start. Currently I am on the Tustin Tiller Days Committee, a volunteer for
Food For All based in Tustin, and arrange numerous charity activities such as
food and clothing drives, toy drives etc. with my church.
I would like to assist the city in it's activities in regards to parks, recreation
and community services.

Subject: Vacant commission positions
My name is Larry Layne. I am applying for one for the vacancies
either on the Planning Commission or on the Parks and Recreation
Commission, with preference for the Planning Commission. I am
providing a brief background of my education and work experience
for your consideration.
I have been a resident of Tustin for a short time, having bought
a home in the historical district in August 1990. Prior that I was
in temporary residence in Santa Ana while awaiting the purchase of
a home. I was a resident of Oakland, California for over 10 years.
I am employed and have been for over 20 years with the California
Department of Transportation. My current assignment in District
12 is monitoring all the major transportation projects in Orange
County of which Caltrans has involvement. I report their progress
to the executive staff and Caltran's Headquarters and the
California Transportation Commission. Prior to this assignment I
was in San Francisco District 4 where I planned, estimated and
prepared environmental documents for transportation facilities.
I worked with county and city executive staffs and commissions on
these assignments. I was also in Los Angeles District 7
supervising the Santa Monica Freeway changeable message sign
project and participated in route planning for Route 90.
My education includes architectural design studies at Valley
College in Van Nuys, University of Arizona and Cal Poly San Luis
Obispo. I have a Bachelor of Science in Architectural Engineering

Re: Parks & Recreation Commission Seat
Dear Ms. Whiteman:
A city is always judged by the facilities and activities that are
available to its citizens. Our city is judged by its parks,
libraries, schools, and centers for seniors and children. We are
also judged by the type of recreational activities such as
concerts, sports, parades, fireworks, after-school programs, and
adult education classes that are available to all of those living
in our community.
Currently, our city is facing several new challenges that
directly affect the Parks & Recreation Commission.
The city of Tustin is undergoing major.socio-economic changes.
The southwest part of Tustin is jammed with apartments. Whereas
in the past this section was populated by singles, retirees, and
dual -income married couples without children, the new tenants
profile is somewhat different; they are single -parent, single -
income families. Most of these households are lower in income,
speak English as a second language, and have several children.
These new residents have had an overcrowding affect on the local
schools and have placed an increased demand on law enforcement.
Because this part of Tustin was not geared for so many children,
there is a glaring need to create parks and recreational
facilities so that they can have a safe place to meet and play.
The southeast part of Tustin will be undergoing a major change
due to the closure of the Marine Corps Air Station - Tustin. It
will be up to the Planning Commission and the City Council to
make sure that the land is used to the greatest advantage
possible. It will be up to the Parks & Recreation Commission to
assist in the planning and development of recreational facilities
in that section of the city.

In addition to the new challenges we face, there are always the
old challenges, such as working with a limited budget to maintain
the parks, equipment, and programs that already exist. Because of
financial limitations, I believe that every challenge is an
opportunity to use your skills to arrive at a creative solution.
I am an active member of our community and look forward to being
more involved. I would like to be appointed to the Parks and
Recreation Commission. As a member, I would be able to help
formulate the plans to make Tustin a better place for all.

Commission or the Parks and Recreation Commission, both having current openings. My
name is William Stracker, a registered voter, a resident of the City of Tustin and a resident
within Orange County for twenty-seven years.
I believe my qualifications would fit very well as a member of the Planning Commission. I
have my California state registration as a Civil Engineer and Traffic Engineer and have
worked in the public and private sectors. I have a working knowledge of the technical and
political issues that confront a City Planning Commission and have a common sense
approach to problem solving and consensus building.
My current employer is HDR Engineering, Inc., in Irvine. HDR provides civil engineering,
transportation, solid waste, water and wastewater engineering services to public agencies.
The firm is on contract to the City of Norwalk as City Engineer, where I presently am on
retainer for two days per week.
Previously, I was employed by the City of Beverly Hills, as Director of Transportation and
City Engineer. In this position, I served as Secretary to the City Transportation Commission
and as a staff member on the City's Environmental Review board (ERB). The ERB
reviewed all development projects proposed within the City for compliance with
environmental issues of both a technical and policy nature.
Prior to Beverly Hills, I was Vice President of an engineering consulting firm where I
provided contract City Engineer or Traffic Engineer services to over ten agencies.
I li:;ve participated in the development of City general plans; Assessment Districts; Traffic
Studies; Neighborhood meetings; citizen committees for neighborhood traffic control
strategies, establishment of City wide goals and vision statements, and development revieN�,
criteria.
I am concerned about quality development in the City of Tustin, the affordability of housing,
and maintaining the "excellence" of living in Tustin.

Dear Council Members,
I have enjoyed serving on the Tustin City Parks Commission for
the past three years and feel that the commission worked well
together and helped -in directing existing and future recreational
facilities for the fine City of Tustin.
I will not be seeking a re -appointment to the Parks Commission
for tho next term. There are others who might be able to take a
more active roll on the commission and add new goals and ideas to
our Parks Commission'
- l feel that I am leaving something unfinished though, in as much
as I wanted to be actively involved in the sports complex and
development of the proposed large community perk located off
Jamboree Road'
Our chair -man, Sem Randall has performed an outstanding job at
directing the commission and l will miss his leadership. The city
staff, especially the valueble communication skills of Susan M.
Jones and Randy Westrich, were important in quiding this
commission' I sincerely appreciate their combined efforts and
dedication to the City of Tustin.
If, by chance, you are unable to fill my seat on the Perks
Commission. I would be available to continue as a member of this
commission until a qualified replacement was chosen.
As for the future. I believe that my expertise and qualifications
would be an asset to other developmental commissions for the City
of Tustin.
