RECOMMENDATION
It is recommended that the Redevelopment Agency award the bid on
Project No. 590-400-999 6550-100026 to Dillingham Construction
N.A., Inc. in the amount of $9,405,000 which includes Alternate No.
3.
BACKGROUND
The City Council at their meeting
of May 6, 1991 approved plans and
authorized advertisement of

In conjunction with their bid submittals, bidders were also asked
to provide bid information on three alternatives with potential
cost savings or timing issues as follows:
1. accelerate project for completion in 30 days
2. extend schedule for completion of project to 60 days
3. provide plastic laminate lockers in lieu of standard sheet
metal lockers on the police department.
A further review of construction details indicates that
Alternatives 1 and 2 are not desired and the City will proceed with
the originally requested 615 day construction time frame.
Staff have reviewed bid proposals and recommends award of bid and
utilization of alternative 3 to Dillingham Construction N.A. for a
contract amount of $9,405,000. Staff has verified the references
provided by Dillingham and found them to be satisfactory.
Construction of the project is a Redevelopment Agency project in
the 1991-92 budget to be funded from the sale of bonds to also be
approved by the Agency at their meeting of July 15th. The contract
award amount, with inclusion of the Alternative 3, is 13% below the
most recently revised construction estimate for the project of
$10,800,000.
Please note that in addition to the 9.4 million dollar contract
award, staff have established a 10% budget contingency for the
project as is normal for major rehabilitation work. Some portion
of remaining portion of the total Agency budget for the project
will also be utilized for new and renovated furnishings and already
Agency authorized project management services.
