STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: WATER CONSERVATION UPDATE — JANUARY 2016 SUMMARY As a result of the drought, the City of Tustin is required to provide the State Water Resources Control Board with data that will be used to determine if the City is meeting the required 28% conservation target and the various methods being utilized to ensure compliance with the State's mandates. This report summarizes the information provided to the State for the month of January 2016 and provides the City Council and the public with general information on previous and upcoming actions taken by the City. RECOMMENDATION Staff recommends that the City Council receive and file this report. FISCAL IMPACT There is no fiscal impact associated with this item. CORRELATION TO THE STRATEGIC PLAN This item contributes to the fulfillment of the City's Strategic Plan Goal D: Strong Community and Regional Relationships. Specifically, by implementing Strategy 2, which is to work collaboratively with agencies within and outside of Tustin on issues of mutual interest and concern. DISCUSSION AND BACKGROUND Staff has provided the Water Board with production data for January 2016 and calculated a 17% savings in water production when compared to January 2013. The Water Board is seeking a cumulative 28% reduction between June 2015 and February 2016. The City's current cumulative savings is 27%. On February 2, 2016, the Water Board approved updated Emergency Drought Regulations that will now expire on October 31, 2016. Of significant note is the implementation of a Sustainable Supply credit that acknowledges previous efforts to provide and make use of recycled water. The City of Tustin, as a partner in the Orange County Water Replenishment System, should be eligible for this credit. As the system operator, OCWD submitted an application for this credit on behalf of its retail water agencies on February 19, 2016. Staff expects the conservation target to be reduced to 21 %. Below is the City of Tustin's required report for the month of January 2016, which was submitted to the State on February 15, 2016. USD applied for an exemption from the City's Water Milanagemeznt F -Ian, as their water is used for beneficial public use. FUSD was required to achieve Fam overall 28% reduction in their water use as long as the City was operating under Stage 2 of the V\Ilater Management Ran. Since June 19 2015, TUSD has conserved 40%. During January, TUSD began irrigating their fields for spring sports. Watering in the fall was significantly reduced leaving the fields fairly dry. As a result, TUSD needed to irrigate frequently to bring the fields back to good condition for play. 2.
