HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: AWARD OF CONTRACT FOR R ANNUAL PERFORMANCE OF GRAFFITI ABATEMENT SERVICES RECOMMENDATION It is recommended that the City Council award the contract for annual performance of graffiti abatement services to Graffiti Removal Inc., Commerce, in the amount of $15,450. BACKGROUND For the past several months the Community Development Department has been involved with the development of programs intended to provide a comprehensive approach to the stabilization of Tustin's - Southwest Neighborhood. One component of the Southwest Neighborhood Stabilization Program is a graffiti abatement element intended to facilitate the removal of graffiti from private property occurring throughout the community. Funding for the graffiti removal program has been provided through a $20,000 transfer of unexpended Housing and Community Development (HCD) Block Grant funds from the previously approved Commercial Rehabilitation Program from calendar year 1988/89. On June 17, 1991,.the City Council approved the bid package and authorized advertisement for bids for the annual performance of graffiti abatement services. The bid package developed by staff includes a detailed procedure to be followed by the contractor in ..the documentation and removal of graffiti on private property in the City of Tustin. For example, the contract will require the selected, contractor to photograph the graffiti and begin removal within three (3) working days of a verbal Notice to Proceed by the Community Development Department. Following removal of the graffiti, the contractor will photograph the treated surface and then submit all photographs and documentation of completion to the Community Development Department. DISCUSSION The Community Development Department. legally advertised the notice inviting bids on June 27, 1991 and July 4, 1991 in a local newspaper and two trade publications. Sample bid packages were sent to plan rooms in Los Angeles and Orange County for prospective City Council Report Graffiti Abatement August 5, 1991 Page 2 Services Contract Award bidder inspection and review. In addition, approximately ten (10) bid packages were distributed to interested parties by the Community Development Department and City Clerk's office. Three bids were received on or before the bid deadline of July 18, 1991. Bid amounts submitted for the three are as follows: Graffiti Removal Inc., Commerce ....... $ 15,450.00 Graffiti Warrior, Orange ..............$ 75,978.00 Mear Construction, Stanton ............ $121,875.00 Analysis of the bids submitted has indicated that the low bidder meets all of the specified bid requirements. The low bid of $15,450.00 by Graff iti Removal Inc. of Commerce is well within the $20,000 HCD funding currently available for the Graffiti removal program. City staff has reviewed more than ten references from local city governments and has determined that Graffiti Removal Inc. has extensive experience in graffiti removal. In addition, due to funding limitations the City had only requested contractors to bid an amount based upon 6 deep and 6 light paint colors. The limited color palette would have promised paint out which would be compatible with but not completely match existing building colors. Graffiti Removal Inc. has submitted a bid which includes 100% matching colors at no additional cost. CONCLUSION Staff recommends that Council award the contract for annual performance of annual graffiti abatement services to Graffiti Removal Inc. in the amount of $15,450.00 and direct staff to begin the graffiti removal program. ---Z- Christine A.
