HUSTON, CITY MANAGER FROM: COMMUNITY SERVICES DEPARTMENT SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF PARKING LOT, STORM DRAIN AND PARK IMPROVEMENTS FOR COLUMBUS TUSTIN PARK PHASE 2A To award a contract for construction of parking lot, storm drain and park improvements for Columbus Tustin Park Phase 2A to Valley Crest Landscape, Inc. of Santa Ana in the amount of $612,000. On June 3, 1991 the City Council approved plans and specifications and authorized advertisement for bids for construction of Columbus Tustin Park Phase 2A Improvements. This project will provide improved parking, a storm drain, and park amenities such as landscaping, a picnic area, and a playground at Columbus Tustin Park. Phase 2B of the project will complete the capital improvements at the park with the construction of the gymnasium.. DISCUSSION: On July 23, 1991, sealed bids were opened for this project. Thirteen bids were opened as follows: Valley Crest Landscape, Santa Ana Gillespie Construction, Costa Mesa Micon Engineering, Placentia DCI General Contractors, Long Beach Clayton Engineering, Laguna Hills Artistic Landscape & Engineering, La Excel Paving, Long Beach Sully -Miller Contractors, Orange Terra -Cal Construction, Baldwin Park Marina, Irvine General Procurement & Construction, Griffith Company, Santa Ana Damon Construction, Carson Mirada Costa Mesa $612,000.00 634,649.75 662,802.00 680,000.00 683,045.30 693,699.40 709,438.75 728,976.35 735,700.00 738,637.00 796,230.00 798,092.45 799,000.00 Subsequent to an extensive reference check, a review of the bid by the project designers, and determination that the contractor holds a valid contractor's license, staff has determined that Valley Crest Landscape, Inc. has submitted the lowest qualified bid. The preliminary cost estimate for construction of Phase 2A was $870,477. The amount of this bid is 30 percent less than the estimate. Following the award of contract it is expected that the project period will run September 7, 1991 through January 27, 1992. The Community Services department has taken measures to minimize the impact of the project on the annual Tiller Days Celebration. Staff has also made plans to adjust the size of the Fall Softball Program and weekend tournament schedule to accommodate the construction project. Susan M.
