HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: EL CAMINO REAL - DOWNTOWN PARKING SURVEY RECOMMENDATIONS: It is recommended for the City Council at their meeting of August 5, 1991, to direct staff to install additional "Public Parking" directional signage to the parking structure on "C" Street. BACKGROUND: At a meeting on May 20, 1991, the City Council requested staff to review the possibilities to provide additional public parking in the vicinity of the 400 block of E1 Camino Real. In particular, the request originated from the concerns of the Assistance League regarding available parking in the vicinity of their recently relocated operation at 441-461 El Camino Real. Council requested staff to investigate the following: 1. Modification to the time -zone parking along E1 Camino Real. 2. Use of the vacant parcel at 450 El Camino Real for public parking. 3. Installation of a stairway to the upper level of the parking structure located on "C" Street southerly of Main Street. After investigation from the staff and discussion of their findings, the City Council on June 17, 1991, requested staff to further investigate by polling the Business/Property owners along E1 Camino Real between Main Street and Sixth Street .to determine if they would support a 4 hour time Zone for Parking. This is an increase over the existing 2 hour parking posted time limit. In response to the Council's request, staff directed the City's Traffic Engineering Consultant, BSI Consultants, Inc., to conduct the requested poll and to prepare a report in their findings including appropriate recommendations. A copy of BSI's report is attached for their information. DISCUSSION: In an investigation of the parking issue, a parking survey was taken of the local business owners/tenants and residents along the 400 block of El Camino Real between Main Street and 6th Street. A 89.2% response rate was acquired. The survey results showed that out of 33 respondents, 22 approved the increased time limit, 8 opposed, and 3 were indifferent. Although the majority results appear to favor the increase, it should be noted that most of the owners/tenants and residents in this block who supported the 4 hour increase have sufficient on-site parking for their purposes and that 11 of these 22 respondents admitted that the change would have little effect on them or their business because of this. Those opposed to the 4 hour increase had strong reasons for opposing such since they had little or no on-site parking. CONCLUSION: Based on the findings of the attached report, it is recommended that the City not increase the parking time limit and instead install additional directional signage, indicated by Exhibit 5 in the report, to direct public traffic to the parking structure on "C" Street. This parking facility appears to be adequate to serve the Assistance League in their monthly functions for parking overflow. The Assistance League of Tustin should also inform their employees, volunteers, and people where to park during these meetings by the use of a map for example. It is also recommended that the City of Tustin evaluate this solution after three months to see if the parking situation has been rectified. The City should also evaluate this solution after three months to see if the parking problem has been rectified. STATEMENT OF THE PROBLEM Due to a concern raised by the Assistance League of Tustin, the City of Tustin City Council on June 17, 1991, requested a poll of the local business owners, tenants, and residents on the 400 block of El Camino Real between Main Street and 6th Street to survey response to an increase in street parking time from two hours to four hours. This action evolved from the League's concern about the lack of available parking near their recently relocated site at 441-446 El Camino Real. On the first Thursday of each month, the League holds meetings where the attendance reaches 60 to 80 individuals. Due to insufficient vehicle parking onsite, an overflow to the street parking is experienced. League meetings begin at 9:30 a.m. and continue till about 12:30 p.m., which is significantly longer than the existing two-hour parking zone permits. Related problems also occur when the customer parking provided for nearby business is used by the League's members. INTRODUCTION AND BACKGROUND In an investigation of the parking issue, a parking survey was taken of the local business owners/tenants and residents (See Project Area Map - Exhibit 1). The purpose was to gather their opinions as to a possible increase in the time limit for street parking on El Camino Real as well as some general opinions about their parking needs. A 89.2% response rate has been acquired from the business owners/tenants and residents from Main Street to 6th Street on El Camino Real. A sample of the questionnaire. (Exhibit 2) and the actual responses (Exhibit 4) are included in this report's attachments. First, the owners/tenants and residents were asked how they would describe the availability of public parking for their purposes given the choices of adequate, fair, or unacceptable. Second, they were asked if they would be in support or opposition to an increase in the time limit maximum to four hours. Last, a "Comments" section was included for any additional responses. The responses would be be analyzed in terms of the owner/tenant's or resident's support or opposition to the time limit extension and their general feelings and concerns concerning the parking situation. I DISCUSSION AND ANALYSIS BSI surveyed 33 business owners/tenants and residents along the 400 block of El Camino Real. The survey results showed that 22 respondents approve the increased time limit, 8 are opposed, and 3 are indifferent. A summary of the responses is provided in the attachments as Exhibit 3. Although the majority results appear to favor the increase, it should be noted that most of the owners/tenants and residents in this block who supported the 4 hour increase have sufficient onsite parking for their purposes. In addition, 11 of these 22 respondents who supported the increase admitted that the change would have little effect on them or their business since they did have a sufficient onsite parking area. Of those opposed to the 4 hour increase, had strong reasons for opposing such since they had little or no onsite parking. Comments from the respondents included alternative solutions for the parking situation. A volunteer from the Assistance League suggested giving the members permits for those two days a month rather than changing the existing conditions altogether. Several owners suggested that due to poor location of the "Public Parking" directional signs (located on Main Street only), the site of a nearby public parking facility was not generally known, thus its lack of use. Installing "Public Parking" directional signs for the 400, 500, and 600 block of El Camino Real could direct traffic to the City of Tustin's Public Parking facility. Another suggestion included adding a mid -block crosswalk for pedestrian access by way of the City of Tustin acquired lot at 450 El Camino Real, located adjacent to the public parking facility. Also, three owner/tenants mentioned that they would be in support of a 4 hour parking zone on 6th Street and Main Street as well since they had need for longer parking hours. BSI also established, after conducting a preliminary site analysis, that there are approximately 65 vehicle parking spaces along El Camino Real between Main Street and 6th Street. At the City of Tustin's Public Parking facility, there are 113 vehicle parking spaces. There are three "Public Parking" signs located at the northwest and southeast corners of Main Street and "C' Street and on the south side of Main Street mid -block between "C Street and "B" Street. Although a new 4 hour limit may immediately alleviate the problems created by the Assistance League, other problems may still occur. There may be a loss of available parking for the surrounding local businesses who do not have sufficient onsite parking. Since Assistance League meetings sometimes run over in time, as noted by the Assistance League volunteer, a 4 hour parking zone would not be effective. 2 I RECOMMENDATIONS The survey results show that the majority of the business owners, tenants, and residents would support an increase. However, it is suggested by $SI that the problem could be more effectively resolved by way of other measures. It is recommended that the City not increase the parking time limit and instead install several "Public Parking" directional signs along the 4007 500 and 600 blocks of El Camino Real to direct public traffic to the parking structure on "C' Street. The parking facility appears adequate to serve the Assistance League in their monthly functions for parking overflow. The Assistance League of Tustin should also inform their employees, volunteers, and people where to park during these meetings. A map showing available parking may be a convenient tool here.
