HUSTON, EXECUTIVE DIRECTOR FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: INDEPENDENT TESTING LAB AND ASBESTOS CONSULTANT - TUSTIN CIVIC CENTER EXPANSION/RENOVATION - PROJECT NO. 590-400-999 6550 - RECOMMENDATION It is recommended that the Redevelopment Agency authorize contract services award to Wyman Testing Laboratories, at the hourly rates listed, in an amount not to exceed $50,000.00, subject to the Executive Director's approval of all contractual documents. Wyman will perform as the Agency's independent testing laboratory and certified asbestos air monitor in conjunction with the Civic Center expansion project. BACKGROUND The contract documents for the Civic Center Expansion/Renovation prepared by John Bates Associates and dated May 9, 1991, requires the Agency to employ an independent testing laboratory and a certified asbestos air monitor. The specific consulting services to be performed are found in sections 01410 and 02074 of the specifications. In general, the testing laboratory is to provide on-site certified inspectors for construction testing and monitoring throughout the project, while the asbestos air monitor is to oversee and monitor the asbestos abatement work for compliance with EPA and OSHA regulations per the contract documents. Staff has received and reviewed proposals from eight (8) independent testing laboratories and four (4) certified asbestos monitors. All of the proposals were submitted by highly qualified consultants, however, Wyman Testing Laboratories can provide both the independent testing laboratory and the certified asbestos air monitoring services at the lowest unit cost. Resumes and references submitted by Wyman speak highly of their work throughout Southern California. A brief analysis of the testing budget, and asbestos air monitor budget is as follows: 1. Asbestos air monitor estimate $111000 2. Materials testing estimate 150,000 3. Contingency allowances for: a) Asbestos air monitor (20%) 2,200 b) Materials testing (20%) 3,000 4. General allowance for overtime Total Recommended Budget 10,000 3.000 $46,200 3.600 $49,800 The independent testing laboratory, and asbestos air monitor should be brought on board as soon as possible as the Agency has awarded the construction bid on project no. 590-400-999 6550-100026 to Dillingham Construction and the Notice to Proceed is anticipated August 7, 1991. Asbestos abatement is tentatively scheduled to start August 7, 1991. Proposed services are within the project's estimated budget. Christine A.
