STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 16-14 TO APPROVE THE SUBMITTAL OF A PLANNING PROJECT APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE 2016 COMPETITIVE MEASURE M2 PROJECT V COMMUNITY-BASED TRANSIT/CIRCULATORS GRANT PROGRAM SUMMARY City Council adoption of Resolution No. 16-14 will approve the submittal of an application for a planning study project to determine the feasibility of implementing a local transit/circulator system within the city to the Orange County Transportation Authority (OCTA) under the 2016 Call for Projects for the Competitive Measure M2 Project V Community -Based Transit/Circulators Grant Program. The planning study will evaluate a local transit/circulator system with fixed routes in the form of a trolley or shuttle that serves major retail centers within the City such as The District, Tustin MarketPlace and Old Town Tustin as well as connecting Metrolink passengers from the Tustin station to job centers and other major generators and attractors. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 16-14 approving the submittal of the application to the Orange County Transportation Authority for funding of the planning study under the 2016 Call for Projects for the Measure M2 Project V Community -Based Transit/Circulators Grant Program. FISCAL IMPACT The City is required to provide minimum match funding of ten percent (10%) for the project. If the project is selected, Tustin's estimated matching cost plus administration will total approximately $7,500. Funding for Tustin's match will be requested through the Measure M2 Local Fair Share Program in the City's Fiscal Year 2016-2017 budget. CORRELATION TO THE STRATEGIC PLAN The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements or fosters the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of transportation facilities. DISCUSSION/BACKGROUND Measure M2 is a 30 -year, multi -billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. Measure M2 is comprised of a number of components such as: Project O (Regional Capacity Program), Project P (Regional Signal Synchronization Program), Project Q (Local Fair Share Program), and the Transit Program Project V Local Circulator Application to OCTA March 15, 2016 Page 2 (Projects S, T, V, and W). Project V projects will be selected for the 2016 Call for Projects on a competitive basis. This program establishes a competitive process for local jurisdictions to develop local bus transit services such as community based circulators, shuttles and bus trolleys that complement regional bus and rail services, and meet needs in areas not adequately served by regional transit. Projects need to meet performance criteria for ridership, connection to bus and rail services, and financial viability to be considered for funding. All projects must be competitively bid and they cannot duplicate or compete with existing transit services. Approximately $20 million is available form Project V for a 7 -year period. OCTA has not announced a schedule for future grant calls for this program. The program allows cities to apply and receive funding for multiple projects up to $550,000 per year per project for a 7 -year period. Funding is also available for planning studies up to $50,000 per agency to assist cities with planning for potential services. The grant provides for 90% of costs and requires a minimum 10% match from the City, although a higher match makes the applications more competitive. Although studies are not competitive in the same sense as project submittals, they are capped at $50,000. Staff recommends offering a $7,500 match that includes a minimum 10% match plus an additional $2,500 for costs based upon preliminary estimates for a study of this nature. To maintain eligibility for Measure M2 funding the City Council must approve the application for this program. The application for this project was submitted to the OCTA on the deadline of February 29, 2016. Adoption of the City's resolution after that date is acceptable to OCTA and serves to complete the initial administrative process for receipt of the application. Therefore, staff is requesting City Council adoption of Resolution No. 16-14 approving the submittal of the application to the Orange County Transportation Authority for funding of this project for the 2016 Call for Projects under the Project V Community -Based Transit/Circulators Grant Program. The grant will go towards a Planning Study that determines the feasibility of a local transit/circulator system with fixed routes in the form of a trolley or shuttle that serves major retail centers within the City such as The District, Tustin MarketPlace and Old Town Tustin as well as connecting Metrolink passengers from the Tustin station to job centers and other major generators and attractors. Stack, P.E. of Public Works/City Engineer Attachment: Resolution No. 16-14 RESOLUTION NO. 16-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE SUBMITTAL OF A PLANNING PROJECT APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE 2016 COMPETITIVE MEASURE M2 PROJECT V COMMUNITY-BASED TRANSIT/CIRCULATORS GRANT PROGRAM WHEREAS, the City of Tustin desires to prepare a planning (feasibility) study for the implementation of a community-based transit/circulator program; WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the City of Tustin Circulation Element is consistent with the County of Orange Master Plan of Arterial Highways; and WHEREAS, the City of Tustin will provide matching funds for each project as required by the Comprehensive Transportation Funding Programs Procedures Manual; and WHEREAS, the City of Tustin will not use Measure M2 funds to supplant Developer Fees or other commitments; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it hereby requests the Orange County Transportation Authority allocate funds under the 2016 Comprehensive Transportation Funding Programs Call for Projects from the Community -Based Transit/Circulator Program (Project V) in the amount of $50,000 as specified in the application. Said funds shall be matched 10% by funds from the City of Tustin, as required, and shall be used as supplemental funding to aid the City in the preparation of a planning (feasibility) study for a community-based transit/circulator system .
