STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70015 SUMMARY The plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70015 have been prepared and the project is now ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 16-15 approving the plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70015, and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Funding in the amount of $1,540,000 has been budgeted and appropriated in the Fiscal Year 2015-2016 Capital Improvement Program for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70015. The project is part of the City's on-going Maintenance of Effort (MOE) obligation to maintain eligibility for Measure M2 funding. The total engineer's estimate is $1,500,000. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION AND BACKGROUND The Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70015 for Fiscal Year 2015-2016 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets throughout the City within Zone 4 of the City's Pavement Management Program. The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity of City streets. The current phase, Zone 4 (see attached map), is generally bounded by EI Camino Real to the north, Newport Avenue to the west, Edinger Avenue to the south, and Tustin Ranch Road to the east. rl Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project March 15, 2016 Page 2 Effective July 1, 2014, the Measure M2 Ordinance (Ordinance No. 3) requires each City to maintain a minimum level of local streets and roads expenditures from the City's General Fund regarding the Maintenance of Effort (MOE) benchmark of $1,222,756 for this fiscal year in order to avoid the risk of becoming ineligible for M2 funds. CIP No. 70015 also includes the Annual Sidewalk Repair Project which focuses on removal and replacement of damaged sidewalk to correct tripping hazards at numerous locations throughout the City based on an annual field survey conducted by the Engineering Division. The field survey identifies and evaluates locations where tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these trees will be removed and replaced with trees of an acceptable species more suitable to the parkway area as recommended by the City's Certified Arborist. This project also provides improvements throughout the City to comply with the Americans with Disabilities Act (ADA). These locations are typically requested by citizens or are identified by City staff to provide for completion of missing segments of sidewalk and curb ramps to improve pedestrian access. A Notice of Exemption has been prepared for the project, and will be recorded with the County of Orange. 'S. Stack, P.E. of Public Works/City Engineer Attachment 1: Resolution No. 16-15 Attachment 2: Location Map SACity Council Items\2016 Council Items\03-15-2016\Approve P&S for Roadway Rehab and Sidewalk Repair (CIP 70015)\Approval of P&S Roadway Rehab & Sidewalk Repair (CIP 70015).docx RESOLUTION NO. 16-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70015 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70015, FY 2015-2016; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, the CIP No. 70015 project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: FY 2015-2016 Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70015 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 15th day of March 2016.
