HUSTON, CITY MANAGER FROM: FINANCE DEPARTMENT SUBJECT: WATER CONSERVATION UPDATE RECOMMENDATION: Receive and file. DISCUSSION: Since the inception of the City Mandatory Water Conservation Program, all 13,000 water customers have been billed. Staff continues to receive requests for variances to the allowable water usage. To date, over 2000 requests have been approved. Staff currently takes requests by phone to expedite the process. The following summarizes the activity during this billing cycle: - 2,626 accounts exceeded their allowable water usage. - 98,703 units in excess of the allowable water usage. - $88,832.70 was billed as excessive charge for water. - The average penalty is $33.82. $6,459.60 was credited to accounts after variances were granted. - Approximately 200 variances are currently being reviewed and credits may be granted. Staff is currently working with both apartment owners and commercial users to obtain an adequate conservation rate. Staff feels that these accounts will be credited for approximately another ten to twenty thousand dollars ($10,000-$20,000). Since every account has been billed, the amount of variance will taper off, although the requests to re-evaluate variances continue. The Mandatory Water Conservation Program has reduced consumption by 16 to 31 percent. For the period ending 1991 through July, 1991, consumption has been reduced by 17 percent. Attachment I details conservation efforts by month. Attachment II depicts this information graphically and in addition shows total water usage for the current year. The water customers have made a tremendous conservation effort; however, the moderate weather conditions have curtailed high water consumption. Water Conservation Update August 15, 1991 Page 2 During this period, the City has paid in penalties, $7,643 and has received $77,011 in credits due to the water customers conscious effort to conserve. In accordance with the Ordinance, all revenue received in excess of penalties paid will be used for future conservation efforts and for future water capital improvements. Staff continues to provide water customers with conservation information and the retrofit program has had a good response. The City, in conjunction with CTSI Corporation and McDonalds, will be sponsoring a Water Awareness Weekend scheduled for August 24 and 25, 1991. The event will take place at 380 McDonalds locations. Staff will be present at the McDonalds in Tustin to distribute Retrofit Kits, conservation information and to answer any questions.
