SUBJECT: REQUEST FOR WALL CONSTRUCTION
RECOMMENDATIONS:
Pleasure of the City Council.
In the -event the project request is approved, it will be necessary
for the City Council to authorize a supplemental budget
appropriation in the amount of $18,400.00 to the proposed 1991-92
Capital Improvement Budget.
BACKGROUND:
During the preparation of the 1991-92 Capital Improvement Budget,
staff received a verbal request from Mr. Palumbo for the City to
construct a concrete block wall along the northerly side of Bryan
Avenue between Stonehenge Drive and the El Modena -Irvine Channel
right-of-way (westerly of Browning Avenue). Additionally, a
written request was received from Mr. Palumbo on August 12, 1991
(copy attached).
Mr. Palumbo's request is based upon the additional noise, air
pollution and concern for traffic safety that is being experienced
as a result of the widening of Bryan Avenue easterly of Browning
Avenue and the Tustin Ranch Development.
In the late 19801s, staff presented a plan to the City Council to
replace the asphaltic concrete paved area in the median island
between Bryan Avenue and the Bryan Avenue cul-de-sac with an
embossed concrete surface. Council rejected this proposal and
requested staff to investigate a landscaped median area in lieu of
the concrete pavement. To date no improvements have been made to
this area and a budgeted amount of $10,600.00 remains within the
Capital Improvement Budget for the project.
A review of the environmental document for the Tustin Ranch
Development revealed that there were no mitigation measures
required adjacent to existing residential developments with respect
to noise, air pollution and traffic safety.

If Mr. Palumbo I s request were to be approved by the City Council a
supplemental budget appropriation in the amount of $18,40.0.00 to

It should be noted that another resident adjacent to Bryan Avenue
at the Falmouth cul-de-sac has inquired about the City
reconstructing and raising the height of the block wall at the end
of the cul-de-sac on the southerly side of Bryan Avenue. It is
anticipated that this resident will be submitting a similar
request.
Bryan Avenue has been classified as a secondary arterial highway
between Browning Avenue and Newport Avenue since the late 1960's
and is designated to accommodate four travel lanes of through
traffic. The installation or modification of any wall adjacent to
an existing arterial highway could be precedent setting and result
in a severe financial impact to the City and its residents.
Perhaps.an alternate solution could be the planting of some dense
landscaping, such as a hedge or other type shrubs.

Subject: Cement noise and safety barrier Bryan Ave. cul-de-sac
Dear Mr. Ledendecker,
As I sit here writing this letter the carbon monoxide fumes
f rom the 5: 00 pm traf f is on Bryan Ave. between Browning and Redhill
Ave. are almost unbearable and needless to say unhealthy for our
children and the entire neighborhood.
We have several children under the age of seven who ride bikes
and play in the cul-de-sac. With the heavy traffic and their
excessive speed it's just a matter of time before a serious
accident occurs, especially with the reopening of Utt intermediate
school.
The noise factor in the early morning and late evening make it
impossible to enjoy outdoor living as it once was.
During our many telephone conversations you stated that the
primary budget has been approved for this project but you were
waiting for our city council to pass the final budget. It is
certainly the hope of myself, my neighbors and our children Lhat
this project be approved and completed prior to Utt intermediate
school opens for the 1992 school year.
Your help and understanding in this matter is appreciated. If
further information or help is needed to get this project rolling
please contact me.
