HUSTON, CITY MANAGER FROM: COMMUNITY SERVICES DEPARTMENT SUBJECT: AUTHORIZATION TO ADVERTISE FOR BIDS FOR LAUREL GLEN PARK r1lXODS y1;tA_%I siv14CC To approve plans and specifications and to authorize advertisements for bids for construction of Laurel Glen Park as recommended by the Parks and Recreation Commission and Community Services staff. FISCAL IMPACT: The preliminary cost estimate for construction of Laurel Glen Park is $433,000. This project is included in the 1991-92 Capital Improvement Budget. With the building industry slow, now is a good time to advertise for bids. The bids could be significantly lower than the preliminary cost estimates. Contracts recently awarded by the Council for park construction have ranged from sixteen to thirty percent lower than preliminary cost estimates. BACKGROUND: The Laurel Glen Park site plan was developed as a result of an intensive public input process. The design process began on May 1, 1990 when the Parks and Recreation Commission convened the first Neighborhood Park Task Force meeting. Subsequently, the Task Force met on May 29, 1990 and July 9, 1990 to develop the site plan which was approved by the Parks and Recreation Commission on August 16, 1990. This site plan will develop a three acre neighborhood park at the corner of heritage way and Myford Road. Elements of the design include a play area/tot lot, landscaping emphasizing the extensive use of trees, a softscape shade area, a fitness trail, a rest room, and a large open turf area for general play. The site plan is attached. To provide input on site amenities and plant materials, the Task Force met for a fourth time on September 11, 1990. The site plan was approved by the Planning Commission on September 24, 1990. On October 15, 1990 the site plan was reviewed by the City Council. At this meeting, it was reported to the City Council that the Task Force had identified a need for three limited time parking spaces on Heritage Way. The City Engineer determined that such a parking scheme was possible since no bike path was planned for Heritage Way. The City Council concurred that parking space be provided on Heritage Way for three cars with one being designated for handicapped. Parking would be allowed from 6:00 a.m. to dusk with a two hour time limit. On June 3, 1991, the City Council reaffirmed support for this parking scheme at Laurel Glen Park. DISCUSSION: Working drawings and bid documents for Laurel Glen Park are complete and ready for bidding. The project timeline follows: Council authorizes advertisement for bids September 3, 1991 Bid Opening October 22, 1991 Council awards contract November 4, 1991 Construction begins December 1991 Construction complete, maintenance period begins April, 1992 Park turned over to the City July, 1992 The Neighborhood Task Force which assisted with developing the site plan for the park has been advised as to the current timeline for the park. As this project progresses, staff will continue to keep the Council updated. At2��Z C-� Susan M. Jones Royle n White, Director Recreation Superintendent Community & Administrative Services SJ:gb STAFF:LGSID.7 SECTION A CITY OF TUSTIN, CALIFORNIA NOTICE TO CONTRACTORS SEALED BIDS will be received at the office of the City Clerk, Tustin City Hall, 15222 Del Amo Avenue, Tustin, California 92680 until 10:00 A.M. on October 22, 1991 at which time they will be publicly opened and read, for performing work as follows: LAUREL GLEN PARK - TRACT 12763 The work to be done includes providing all labor and furnishing, all materials, equipment, tools and incidentials for improvements as indicated on the drawings and in accordance with the specifications and contract documents. Plans, specifications, and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 15222 Del Amo, Tustin, California 92680, upon payment of $40.00 per set, or will be mailed out upon receipt of payment of $45.00 per set, which amounts are not refundable. - In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by a bidders' security in the form of cash, cashier's check, certified check, or bid bond executed by an accredited surety. The security shall be for an amount not less than 10% of the amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Faithful Performance Bond in the amount of 100% and a Labor and Materials Bond in the amount of 100% in the form attached to the contract documents shall be provided. Said bonds shall be issued by a surety company rated grade A or better and Class IV or better by the latest edition of Best's Key Rating Guide. The City of Tustin hereby affirmatively ensures that minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, or religion in any consideration leading to the award of contract. The City of Tustin reserves the right to reject any or all bids, and/or to waive any informality on a bid. No bidder may withdraw his/her bid for a period of forty-five (45) calendar days after the date set for opening thereof. Prior to bid opening, bidder may withdraw his/her bid. Bids received after the bid opening time and date herein will be returned to bidder unopened. A-1 Pursuant to the California Public Contract Code, the Contractor will be entitled to post approved securities with the City or an approved financial institution in order to have the City release funds retained by the City to insure performance of the contract. On projects subject to Section 10164 of the Public Contracts Code of the State of California (Federally -funded projects), prior to contract award, the successful bidder must possess a valid State of California Contractor's License in the classification of A or C-27. On all other projects, bidders must hold valid contractor's licenses at the time of submitting their bid and the City must verify before awarding the bid that the bidder was properly licensed when the bid was submitted. If it is ascertained that the bidder was not duly licensed at the time of submittal, the bid shall be deemed nonresponsive and shall be rejected. The City Council of the City of Tustin has obtained from the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the City Engineer. Not less than said prevailing rates shall be paid the workers employed on this public works contract as required by Labor Code Section 1771 and 1774 of the State of California.
