The City Council meets the first and third Monday of each month at 7: 00 p.m. in the City Council Chambers at 300 Centennial Way. This agenda contains a brief general description of each item to be considered. Any person having a question concerning an item may call the City Clerk for clarification. Except as otherwise provided by law, no action shall be taken on any item not appearing in the following agenda. Copies of staff reports pertaining to this agenda are available for public use in the City Council agenda books located in the Police Department and the Tustin Public Library. These same books are also provided for public use in the Council Chambers during the Council meeting. Listening devices for the hearing impaired are available upon request from the City Clerk. Smoking is prohibited in the Council Chambers; however, if you desire to smoke, an outside speaker has been provided. I. CALL TO ORDER/PLEDGE OF ALLEGIANCE II. PUBLIC INPUT - At this time members of the public may address the City Council regarding any items not on the agenda and within the subject matter jurisdiction of the City Council (NO action can be taken on off -agenda items unless authorized by law). If you wish to address the City Council on any matter, please fill out one of the forms located on the speaker's podium and submit to the City Clerk so that your remarks on the tape recording of the meeting can be attributed to you. When you start to address the City Council, please state your full name and address for the record. A Public Input portion is provided both at the beginning and end of the meeting. VIII. CONSENT CALENDAR - All matters listed under Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $839,631.58 and ratify Payroll in the amount of $282,329.56. 3. RESOLUTION NO. 91-113 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING A HOME MORTGAGE FINANCE PROGRAM IN COOPERATION WITH THE COUNTY OF ORANGE Recommendation: Adopt Resolution No. 91-113 and the accompanying Cooperative Agreement between the City and the County of Orange for participation in a Home Mortgage Finance Program as recommended by the Community Development Department. 4. FINAL TRACT MAP NOS. 13030 AND 13038 RESOLUTION NO. 91-119 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 13030 Recommendation: Approve Final Tract Map No. 13030 by the adoption of Resolution No. 91-119; and RESOLUTION NO. 91-120 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 13038 Recommendation: Approve Final Tract Map No. 13038 by the adoption of Resolution No. 91-120 as recommended by the Community Development Department. 5. REJECTION OF BID FOR REROOFING BUILDINGS AT THE CITY YARD Recommendation: Reject the bid from Pacific Southwest Roofing received at 10:00 a.m. on September 4, 1991, in the amount of $95,722.00 for reroofing four buildings at the City Yard; and authorize staff to readvertise the project at a later date as recommended by the Public Works Department/Field Services Division. 6. AWARD OF CONTRACT FOR WATER MAIN REPLACEMENT ON WOODLAND DRIVE, ZIG ZAG WAY, AND 11B11 STREET Recommendation: Award the contract for subject contract to R. L. T. Construction, Inc., of Anaheim, California, in the amount of $125,671.00 as recommended by the Public Works Department/ Engineering Division. 7. RESOLUTION NO. 91-123 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR CONSTRUCTION OF THE TUSTIN RANCH ROAD AT SANTA ANA (I-5) FREEWAY INTERCHANGE Recommendation: Adopt Resolution No. 91-123 accepting works of improvement on the Tustin Ranch Road at Santa Ana (I-5) Freeway Interchange and authorizing the recordation of Notice of Completion for said work as recommended by the Public Works Department/Engineering Division. ORDINANCES FOR INTRODUCTION - None ORDINANCES FOR ADOPTION - None CITY COUNCIL AGENDA PAGE 2 SEPTEMBER 16, 1991 XI. OLD BUSINESS 1. OPPOSITION TO JOINT OR FULL COMMERCIAL USE OF MARINE CORPS AIR STATION, EL TORO At their meeting of September 3, 1991, the City Council directed staff to prepare a resolution reaffirming opposition to joint or full commercial use of Marine Corps Air Station, El Toro. Recommendation: Oppose any form of joint or full commercial use of MCAS, E1 Toro by adoption of the following Resolution No. 91- 122 as recommended by the Community Development Department: RESOLUTION NO. 91-122 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, OPPOSING ANY FORM OF JOINT OR FULL COMMERCIAL USE OF MCAS, EL TORO %II. NEW BUSINESS 1. GROWTH MANAGEMENT PROGRAM - INTER -JURISDICTIONAL PLANNING FORUMS Each city is required to participate in a quarterly Inter - jurisdictional Planning Forum to facilitate multi -jurisdictional cooperation on traffic projects and improvements with Growth Management Areas (GMA). Recommendation: The Mayor appoint a councilmember and alternate to participate in the quarterly GMA Inter -jurisdictional Planning Forums as recommended by the Community Development Department. tII. REPORTS 1. PLANNING COMMISSION ACTION AGENDA - SEPTEMBER 9, 1991 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of September 9, 1991. 2. CUSTOMER SERVICE EVALUATIONS The City Council had requested that staff report back within one month on the progress of the Customer Service Evaluation approach. It is anticipated that adequate numbers of customer responses will not be available for some time, therefore staff is recommending a report be delayed until a future Council meeting. Recommendation: Receive and file subject report as recommended by the Community Development Department. 3. WATER CONSERVATION UPDATE Status report on the City's Mandatory Water Conservation Program. Recommendation: Receive and file subject report as recommended by the Finance Department. CITY COUNCIL AGENDA PAGE 3 SEPTEMBER 16, 1991 4. TUSTIN HIGH SCHOOL PARKING LOT WALL HEIGHT At the Cite ,:ouncil meeting of Septemb. 3, 1991, Councilmember Edgar requested staff to review the wall height along the easterly property line of the Tustin High School parking lot and advise if the wall is to be constructed to the standard wall height.
