SUBJECT: REJECTION OF BID FOR REROOFING BUILDINGS AT THE CITY YARD
RECOMMENDATION:
That the City Council, at their regular meeting of September 19, 1991, reject the bid
from Pacific Southwest Roofing received at 10:00 a.m., September 4, 1991 in the
amount of $95,722.00 for reroofing four buildings at the City Yard; and that Council
authorize staff to readvertise the project at a later date.
BACKGROUND:
On April 15, 1991 City Council authorized staff to prepare plans and specifications and
solicit bids for reroofing the four buildings at the City Yard. Only one bid was
received on September 4, 1991.
DISCUSSION:
In the course of preparing plans • and specifications for removing and replacing the
roof, staff discovered that some of the existing roofing components contained
asbestos.
The specifications were written to require proper asbestos abatement as well as
replacement of the composition roof. Further, they required that the successful
contractor have both an Asbestos Abatement Certificate and the proper contractor's
license.
Seventeen contractors expressed interest and were present for the pre-bid walk
through. Of the seventeen present, four had the proper qualifications. On
September 4, 1991 only one contractor submitted a bid at the designated time and
place.
