HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT OLD BUSINESS NO. 1 9-16-91 SUBJECT: OPPOSITION TO JOINT OR FULL COMMERCIAL USE OF MCAS, EL TORO RECOMMENDATION l 0 It is recommended that the City Council oppose any form of joint or full commercial use of MCAS, El Toro by adoption of Resolution No. 91-122. BACKGROUND/DISCUSSION For many years, the City of Tustin has actively monitored airport related issues and has responded to actions taken by various airport organizations. As a participating member of the Coalition for a Responsible Airport Solution, the City of Tustin has provided input to reach an equitable solution to Orange County residents' increasing demand for safe and convenient airline service. In the attempt to meet this demand, the Airport Site Coalition has studied several site alternatives for a new airport to serve Orange County. One of the alternatives supported by another group, the Orange County Cities Airport Authority (OCCAA), is the conversion of Marine Corps Air Station, El Toro to a commercial airport. On June 20, 1988, the Tustin City Council adopted Resolution No. 88-65 in which they formally expressed their opposition to any form of joint or full commercial use of MCAS, El Toro. Specifically, the Council stated that the noise, air and vehicle traffic, land use, and aesthetic impacts of a commercial airport at the El Toro site would seriously degrade the quality of life in the entire Saddleback Valley region. In addition, Resolution No. 88-65 declared that MCAS, El Toro is a vitally important and strategically -located military air base and that any commercial flights would be incompatible with the mission of the United States Marine Corps. In the attached letter addressed to the Orange County Board of Supervisors, dated August 29, 1991, the City of Tustin once again expressed its opposition to the conversion of MCAS, El Toro and its concurrence with the Board of Supervisors' acceptance of the Airport Site Coalition's findings and support of the conversion of - City Council Report September 16, 1991 Page 2 George Air Force Base to a civilian airport upon its closure in 1992. CONCLUSION Staff recommends that the City Council again express their formal opposition to any form of joint or full commercial use of MCAS, E1 Toro through adoption of Resolution No. 91-122 (Attachment 2). /J cot . The City of Tustin concurs with the Board of Supervisors' acceptance of the Coalition's findings and support of the conversion of George Air Force Base to a civilian airport upon its closure in 1992. However, the City of Tustin is concerned that other airport studies may contradict these findings because of conflicting biased opinions. Specifically, the City of Tustin feels the participation of the Orange County Cities Airport Authority in the Southern California Association of Governments' Military Airport Contingency Study would strongly influence the study's conclusions to favor the commercialization of Marine Corps Air Station, (MCAS), El Toro. The City of Tustin feels the noise, air and vehicle traffic, land use, and aesthetic impacts of a commercial airport at the E1 Toro site would seriously degrade the quality of life in the entire Saddleback Valley region. The search for an additional airport site to serve Orange County has involved tremendous effort and patience. The City of Tustin appreciates the Board of Supervisors decision to support the George Air Force Base site. We encourage the Board of Supervisors to continue to resist the efforts of special interest groups whose efforts are not in the best interests of the vast majority of Orange County residents. Thank you for your efforts in reaching a solution to the County's air transportation needs. NOW, THEREFORE, BE IT RESOLVED that the City Council hereby expresses its strong opposition to any form of joint or full commercial use of MCAS, El Toro.
