SUBJECT: GROWTH MANAGEMENT PROGRAM - INTER -JURISDICTIONAL PLANNING
FORUMS
RECOMMENDATION
It is recommended that the Mayor appoint a councilmember and
alternate to participate in the quarterly GMA inter -jurisdictional
planning forums.
BACKGROUND
Measure M the Revised Traffic Improvement and Growth Management
Ordinance was approved by the Orange County voters on November 6,
1990.
In order for local jurisdictions to receive their share of the new
sales tax revenue generated by Measure M certain growth management
program components must be satisfied.
Each city is required to participate in a quarterly
Interjurisdictional Planning Forum to facilitate multi -
jurisdictional cooperation on traffic projects and improvements
with Growth Management Areas (GMA). The County of Orange is
divided into eleven (11) GMA's and the City of Tustin is wholly
contained within GMA #7 along with portions of the cities of
Irvine, Santa Ana, Orange and the County of Orange.
Each GMA is required to hold quarterly meetings called inter -
jurisdictional forums and at least one elected councilmember from
each city are expected to participate in these forums. City staff
will also participate.
A date certain has not yet been chosen for the convening of the
first forum although the City of Santa Ana has volunteered to host
the first meeting anticipated to be held in October.
