Mayor Nielsen presented a Proclamation to Lindy Herman recognizing Multiple Sclerosis

It was moved by Councilmember Puckett and seconded by Mayor Pro Tem Bernstein to
pull Item No. 4 and approve the balance as recommended by staff.

1. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL
HELD ON FEBRUARY 16, 2016.
Motion: That the City Council approve the Action Minutes of the Regular
Meeting of the City Council held on February 16, 2016.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
The City Council has approved the use of Government Code Section 37208 to
expedite the payment of City of Tustin obligations that are in accordance with
the approved budget or continued operations authorizations.
Motion: Approve Payroll in the amount of $654,144.51 and Demands in the
amount of $4,306,269.23.
3. WATER CONSERVATION UPDATE — JANUARY 2016
As a result of the drought, the City of Tustin is required to provide the State
City Council March 1, 2016

Water Resources Control Board with data that will be used to determine if the
City is meeting the required 28% conservation target and the various methods
being utilized to ensure compliance with the State's mandates. This report
summarizes the information provided to the State for the month of January 2016
and provides the City Council and the public with general information on
previous and upcoming actions taken by the City.
Motion: That the City Council receive and file this report.
4. APPROVE COOPERATIVE AGREEMENT NO. C-5-3589 WITH THE ORANGE
COUNTY TRANSPORTATION AUTHORITY FOR THE WESTMINSTER
AVENUE/SEVENTEENTH STREET REGIONAL TRAFFIC SIGNAL
SYNCHRONIZATION PROJECT (PROJECT P)
Staff is requesting that the City Council approve Cooperative Agreement No. C-
5-3589 with the Orange County Transportation Authority (OCTA) for
implementation of the Westminster Avenue/Seventeenth Street Regional Traffic
Signal Synchronization Project. Engineering and construction will be performed
in collaboration with the Cities of Santa Ana, Garden Grove, Seal Beach,
Westminster and the County of Orange. The OCTA will take the lead in
implementing the project. Work will be performed under the OCTA Competitive
Measure M2 Regional Traffic Signal Synchronization Program (Project P).
It was moved by Councilmember Murray and seconded by Mayor Nielsen to
approve Cooperative Agreement No. C-5-3589 with the Orange County
Transportation Authority for the Westminster Avenue/Seventeenth Street
Regional Signal Synchronization Project, and authorize the Mayor and City
Clerk to execute the agreement on behalf of the City.

PUBLIC HEARING ITEM 5
5. SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND (SLESF)
In 1996, AB 3229 established the Citizen's Option for Public Safety (COPS)
grant program. Proceeds from the program can only be used for front line law
enforcement services that may include the purchase of new equipment, hiring of
additional personnel and increasing the opportunity for training of safety
personnel. For FY 2016/2017, we have been notified the Police Department is
estimated to receive $100,000 in SLESF funding. The allocation for
SLESF/COPS grant funds for all law enforcement agencies is being coordinated
through the Orange County Sheriff's Department. All agencies have been
directed to move forward with expenditure authorization while waiting for the
final grant amounts to be determined.
The Police Department is proposing this year's allocation be used to staff the
City Council March 1, 2016

Crime Analyst position for the tenth consecutive year. Money remaining after
funding this position, if any, will be applied to crime analysis software licensing
and upgrades.
The public hearing opened at 7:25 p.m.
The public hearing closed at 7:25 p.m. with no public comments.
It was moved by Councilmember Murray and seconded by Councilmember
Gomez approve the following:
1. Authorize usage of the funds as recommended by the Police
Department;
2. Authorize the Chief of Police to sign all documents related to the SLESF
program.

Attended the Orange County Senior Advisory Board meeting at the City of Irvine Senior
Center:
o Many Senior Centers are offering free individualized tax preparation and
appointments are required; contact the Orange County Office on Aging at

o There is a free senior health and wellness event at the PACE Center in Garden Grove
on Saturday, March 19; for more information, please call 714.468.1100
o The main presentation for the meeting was Aging in Place and there was a discussion
of the trends in Orange County
o The Orange County Health Care Agency and the Office on Aging, along with Stanford
University, are presenting a 6-week workshop on Thursdays from 9:30 a.m. — noon
beginning March 30th on Healthy Living with a Chronic Condition; for more information

o Announced that individuals can donate to the California Senior Legislature when
filing their taxes on Line 427 in the Voluntary Donations section; mentioned that the
California Senior Legislature is financed 100% by donations and donations are tax
deductible

Attended the Swirl, Sip, and Stroll in Old Town Tustin; very well attended and people had a
lot of fun
Announced that the American Association of University Women (AAUW) will be
presenting a Social Security Workshop at the Tustin Library on March 2nd at 7:00 p.m.;
Jeffrey Rodriguez from the Orange County Social Security Office will be providing an
update on the changes to Social Security benefits.

Returned from a trip to Sacramento with the Orange County Business Council and the
Association of California Cities — Orange County to meet with legislatures at the Capital and
discuss concerns regarding housing, water infrastructure, workforce development and

transportation.
Reflected on the Behind the Badge story about Chief Celano and childhood friend Mike
Hamel, who is the Police Chief for the Irvine Police Department.
Reminded all about the upcoming free Shredding Event on April 23rd from 10:00 a.m. — 2:00

MAYOR PRO TEM BERNSTEIN
Commented on the January 2016 Water Conservation Update:
o The City and the Tustin Unified School District have reduced water usage by 41%;
although water usage was up in January, we are still meeting our target of 28%
o Announced that the Sustainable Supply Credit was approved on February 2nd which
may reduce Tustin's mandate to 21% due to participation in the recycled
Groundwater Replenishment System
Announced that rain is expected and encouraged all to checking for standing water, which
serves as a breeding source for mosquitos and a potential danger to the community.
