HEARINGS 1. PZ-71-130 - PLANNING COMMISSION INITIATED
A prezone change (PZ-71-130) from the County
R-2 (1500) (Group Dwelling) District to the
City of Tustin R-3 (1500) (Multiple-Family
Residential.) District.
Site fronts approximately 255 feet on the
southeast side of Red Hill Avenue, is approx-
imately 600 feet in depth, consists of
approximately 412 acres of land, and is
located approximately 330 feet northeasterly
of the centerline of Mitchell Avenue.
Mr. Fleagle described the location and outlined
the history of this prezoning action. He reported
that the Development Preview Commission had ap-
proved preliminary development plans, and the
Planning Commission had unanimously recommended
Council approval.
Mayor Coco opened the public portion of the hearing
at 7:42 p.m.
Mr. Russell Behrens, Attorney, of Wright, Finley,
and Behrens, 615 Civic Center Drive West, Santa Ana,
represented Mr. Roy E. Daly, owner of subject
property, and stated that he would answer any
questions the Council might have.
There being no further comments or objections,
Mayor Coco closed the public portion of the hearing
at 7:44 p.m.
Moved by Oster, seconded by Marsters that PZ-71-130
be approved, and the City Attorney be directed to
draft the necessary ordinance. Carried unanimously.

2. AMENDMENT TO ORDINANCE NO. 157 (ZONING
ORDINANCE) TO ADD PUBLIC AND INSTITUTIONAL
OR "P&I" DISTRICT CLASSIFICATION
An amendment to' Sections 3,000 and 4.16 of
Ordinance No. 157 to establish a Public and
Institutional o~ "P&I" District, initiated
on the motion of the Planning Commission.
Mr. Fleagle stated that the Planning Commission had
held a public hearing on this matter on September 13,
1971, at which time no opposition to the proposed
classification had been expressed. The Commission
unanimously recommended approval of this amendment,
designed to identify public and quasi-public
properties used or intended for use for other than
the standard land use classifications of Residential,
Commercial, or Industrial.
Mayor Coco opened the public portion of the hearing
at 7:46 p.m. There being no comments or objections
he closed the public portion of the hearing.
Moved by L. Miller, seconded by Marsters that the
Amendment to Ordinance No. 157 (Zoninq Ordinance)
to add Public and Institutional or "P~I" District
Classification be approved, and the City Attorney
be directed to draft the necessary ordinance.
Carried unanimously. C. Miller absent.
3. ZC 71-227 - PLANNING COMMISSION INITIATED
A zone change from the C-1 Commercial and
R-2 (Duplex) Districts to the Public and
Institutional District of the properties
developed and/or to be developed for pub-
lic, quasi-public, and institutional use.
Site encompasses the area bounded by First
Street, Main Street, "B" Street, and "C"
Street and includes the Presbyterian Church,
Tustin School District Administrative Offices,
and the proposed neighborhood park.
Mr. Fleagle stated that this zone change is
necessary in order to establish the park, as the
property is presently classified C-1 and R-2.
The proposed change had been brought to the
attention of the School District and the Presbyterian
Church, and a public hearing held by the Planning
Commission, and no opposition had been expressed.
The two property owners had concurred that it
would be a more realistic classification.
Mayor Coco opened the public portion of the hearing
at 7:50 p.m. There being no commen~s or objections
he closed the public portion of the hearing.
Moved by Marsters, seconded by L. Miller that
ZC 71-227 be approved, and the City Attorney be
directed to draft the necessary ordinance. Carried
unanimously. C. Miller absent.

2. APPROVAL OF DEMANDS - in amount Of $72~624.68.
Moved by Oster, seconded by L. Miller that items
1 and 2 of the Consent Calendar be approved. Carried
unanimously. C. Miller absent.

ADOPTION 1. ORDINANCE NO. 516
An Ordinance of the City of Tustin, California,
AMENDING THE TUSTIN CITY CODE RELATIVE TO
ELECTRICAL REGULATIONS, AND ADOPTING THE 1968
NATIONAL ELECTRICAL CODE.
2. ORDINANCE NO. 517
An Ordinance of the City of Tustin, California,
AMENDING THE TUSTIN CITY CODE RELATIVE TO
BUILDING REGULATIONS, AND ADOPTING THE 1970
UNIFORM BUILDING CODE, 1970 UNIFORM MECHANI-
CAL CODE, AND 1970 UNIFORM PLUMBING CODE.
3. ORDINANCE NO. 518
An Ordinance of the City Council of the City
of Tustin, California, PROVIDING REGULATIONS
FOR THE CONSTRUCTION, FENCING AND MAINTENANCE
OF POOLS, AND PROVIDING FOR THE BONDING OF
CONTRACTORS THEREFOR.
4. ORDINANCE NO. 523
An Ordinance of the City of Tustin, California,
REZONING PROPERTY ON APPLICATION NO. ZC 71-226
OF SIEGEL.
Rezoning approximately 2.8 acres from the
R-3 (1600) (Multiple-family) District to the
P-C (C) (Planned Community-Commercial) Dis-
trict for Portion A of subject parcel and
to the C-1 (Retail Commercial) District for
Portion B.
Site fronts approximately 257 feet on the north
side of First Street, and approximately 160
feet westerly of the centerline of Fashion Lane.
At the Mayor's request, the clerk read the titles of
Ordinances 516,517, 518 and 523.
Moved byOster, seconded by L. Miller that further
reading be waived and that Ordinances 516,517 and
518 be adopted. Carried. Ayes: Coco, Marsters,
L. Miller, Oster. Noes: none. Absent: C. Miller.
Councilmen Oster and L. Miller,announced that they
would abstain from voting on Ordinance No. 523.
For lack of a voting quorum, the matter of adoption
of Ordinance No. 523 was continued to Thursday,
October 7, 1971, at 10:30 p.m. in the City Hall
Conference Room.

OLD
BUSINESS 1. PARKS AND RECREATION COMMISSION APPOINTMENT
Term to expire December 31, 1972.
Mr. Don Allison, 12018-D Bryan, Tustin, One of
seven applicants for a position on the Parks and
Recreation Commission, stated that his 1968 letter
of application is still on file in City Hail, as
well as a recent letter reconfirming his interest
in the appointment.
A discussion followed among the Council relative
to Mr. Allison's dedication ih past service to
the community, and his continued interest in
serving on the Commission.
Moved by Marsters, seconded by Oster that Donald
R. Allison be appointed to the Parks and Recreation
Commission for a term to expire December 31, 1972.
Carried unanimously. C. Miller absent.

BUSINESS None.
XII.
OTHER
BUSINESS 1. REFUSE TRANSFER SERVICE AND USER FEES
The Council concurred with the policy position
proposed by Mr. Dan Blankenship in his October 4,
1971, report.
2. PARADE FLOAT PROPOSAL
Mr. Don Allison presented a proposal to provide
the City with a parade float, suggesting that
the Council authorize funds for entry of the
float in the Hollywood Christmas Lane Parade,
the Anaheim Halloween Parade, as well as the
Tustin Tiller Days Parade, at an estimated cost
of $2000. In response to Councilmen's questions,
he discussed the costs of entering various
parades and indicated that he had not yet approached
the business community, Chamber of Commerce, etc.,
for financial support.
It was the Council's feeling that the state of
the City's finances would not allow this expend-
iture, and that all cost proposals relating to
the Tiller Days Parade--including the float--
should be submitted for consideration prior to
adoption of the budget. Council requested that
Mr. Allison make every effort to contact civic
and business groups and confirmed that a city
float for various parades would be very desirable
this year. Mr. Allison is to see what can be done.

ADJOURNMENT There being no further business, Mayor Coco, at
8:40 p.m., adjourned the meeting to 10:30 p.m.
on Thursday, October 7, 1971, City Hall Conference'
Room, 140 West Second Street, Tustin, for the sole
purpose of considering adoption of Ordinance No.
523.
