SUBJECT: FIVE -CITY TRAFFIC STUDY
RECOMMENDATIONS:
That the Tustin City Council approve the City of Tustin's
participation within the Five -City Traffic Study and authorize the
following:
1. City Managers execution of any required agreements.
2. Supplemental 1991-92 budget appropriation in the amount
Of $9,000.00.
BACKGROUND AND DISCUSSION:
As a result of traffic concerns between the four cities of Newport
Beach, Costa Mesa, Santa Ana and Irvine relating to the impacts of
development in each city, a memorandum of understanding was entered
into by each city agreeing to prepare a Four -City Traffic Analysis
(prepared by Austin -Faust and Associates) to provide information on
street and traffic control improvement needs. At the time each
city agreed to proceed with preparation of the study, the City of
Tustin was not asked to participate.
Recently, in response to Tustin expressing additional concerns
about specific projects in the City of Irvine, Tustin felt that
additional monitoring of sub -regional Traffic Analysis was
important. These concerns are shared similarly with the Cities of
Newport Beach, Costa Mesa, and Santa Ana who specifically invited
Tustin to join the original Four -City study process resulting in a
Five -City Study Group.
The initial Four -City Study included the development of traffic
modeling capability (short and long range), preparation of land use
data, short-range (1995) traffic forecasts, and identification of
potential traffic improvements at selected intersections in each of
the original four cities. The revised scope of work for the Five -
City Study inclusive of Tustin would include the following:
1. Revise the short-range analysis to reflect a seven year
time frame (1999) , in -lieu of (1995 ) by revising land use
data base, preparation of new traffic forecasts and
revising the improvement program.

2. Preparation of required improvement costs.
3. Provide a nexus evaluation of the improvement costs and
land use growth in the study area.
4. Post 2010 traffic forecast's (ADT and peak hour forecast)
to be used in the preparation of intersection capacity
utilization (ICU) values, which will provide information
for a preliminary of lane configurations for each
intersection. This will involve examining short range
improvements within a longer range context to ensure that
these improvements are warranted and consistent with
current long range plans and General Plan Circulation
Elements.
5. Final report and five presentations to summarize the
findings.
While the Five -City Study will deal with sub -regional traffic and
can be used to identify potential projects for consideration by
cities through their respective GMA interjurisdictional planning
forums, we want to emphasize that we do not believe the study
should supplant the information requested from the City of Irvine
in our discussions on the Irvine Business Center. The Traffic
Analysis for the IBC rezoning and General Plan Amendment is a
completely separate issue from the Five -City Study and would deal
more specifically with intersections and links within the IBC
influence area. This analysis must include reasonable and
implementable mitigation measures to reduce or eliminate any
negative traffic impacts.
The proposed cost for Tustin's share of the revised/ expanded scope
of this study is $9,000.00. It is requested that the City Council
authorize the City's participation in this study and a supplemental
1991-92 Budget appropriation in the amount of $9,000.00.
