PARKER, CITY MANAGER APPROVE RESOLUTION 16-18 AUTHORIZING THE SUBMITALL OF AN APPLICATION PAYMENTAPPLICATION FOR THE CALRECYCLE CITY/COUNTY PROGRAM AND RELATED AUTHORIZATIONS SUMMARY Each year the City applies for the Department of Resources Recycling and Recovery (CalRecycle) City/County Payment Program, which funds beverage container recycling and litter reduction efforts throughout the state. This year a resolution authorizing submittal of the application is required. RECOMMENDATION That the City Council approve Resolution 16-18 authorizing the submittal of an application for CalRecycle's City/Council Payment Program. FISCAL IMPACT For Fiscal Year 2015-2016 the City is eligible to receive a minimum of $20,339, which will be used to purchase and install concrete trash and recycling containers at City parks and/or facilities. Once received, funds are required to be exhausted within 24 months. CORRELATION TO THE STRATEGIC PLAN This agreement contributes to the fulfillment of the City's Strategic Plan, Goal D: Strong Community and Regional Relationships, Strategy 2, by working collaboratively with other agencies to address issues of mutual interest and concern. DISCUSSION/BACKGROUND Each year CalRecycle makes funds available for the purpose of capturing recyclable beverage containers in the waste stream. This year CalRecycle has $10.5M available, with the City eligible to receive a minimum of $20,339. CalRecycle will redistribute the allocation for any jurisdictions that do not apply to agencies with approved applications. Historically the City has used these funds to purchase and install concrete trash and recycle containers in parks. It is recommended that the City Council approve Resolution No. 16-18 authorizing staff to submit an application for the CalRecycle City/County Payment Program. Stack, ill P.E. , - - Attachment: Resolution 16-18 kwid L0116-2 •. mole ig • •. —0-0 ------- WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the administration of the payment programs; and WHEREAS, CalRecycle's procedures for administering payment programs require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of the payment program. BE IT FURTHER RESOLVED that the City Manager, or his/her designee, is hereby authorized as Signature Authority to execute all documents necessary to implement and secure payment; and BE IT FURTHER RESOLVED that this authorization is effective until rescinded by the Signature Authority or this Governing Body.
