STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: WATER CONSERVATION UPDATE — FEBRUARY 2016 SUMMARY As a result of the drought, the City of Tustin is required to provide the State Water Resources Control Board with data that will be used to determine if the City is meeting the required 28% conservation target and the various methods being utilized to ensure compliance with the State's mandates. This report summarizes the information provided to the State for the month of February 2016 and provides the City Council and the public with general information on previous and upcoming actions taken by the City. RECOMMENDATION Staff recommends that the City Council receive and file this report. FISCAL IMPACT There is no fiscal impact associated with this item. CORRELATION TO THE STRATEGIC PLAN This item contributes to the fulfillment of the City's Strategic Plan Goal D: Strong Community and Regional Relationships. Specifically, by implementing Strategy 2, which is to work collaboratively with agencies within and outside of Tustin on issues of mutual interest and concern. DISCUSSION AND BACKGROUND Staff has provided the Water Board with production data for February 2016 and calculated an 8% savings in water production when compared to February 2013. The Water Board is seeking a cumulative 28% reduction between June 2015 and October 2016. The City's current cumulative savings is 25%. Although we are not currently meeting our goal of 28%, staff expects to rebound as we move into the summer. Winter is the most difficult time of year to conserve because outdoor water use is generally reduced as a result of cool weather. This year, February was extraordinarily warm and it is expected that outdoor irrigation played a significant role in the lower level of conservation. Statewide conservation data was not available at the time this report was prepared, but it is expected that other water agencies in Southern California experienced similar conservation. Staff will be prepared to provide additional information once the State makes it available. Below is the City of Tustin's required report for the month of February 2016, which was submitted to the State on March 15, 2016. TUSD applied for an exemption from the City's Water Management Plan, as their water is used for beneficial public use. TUSD was required to achieve an overall 28% reduction in their water use as long as the City was operating under Stage 2 of the Water Management Plan. Since June 1, 2015, TUSD has conserved 40%. During January, TUSD began irrigating their fields for spring sports, which continued in February. Watering in the fall was significantly reduced leaving the fields fairly dry. As a result, TUSD needed to irrigate frequently to bring the fields back to good condition for play. 2. Code enforcement statistics for the months of December 2015, January 2016, and February 2016 have been provided as an attachment to this report. 3. The City's website has a page dedicated to water conservation and information on the drought. The page provides the public with a brief statement regarding the upcoming weather forecast, a summary of the City's monthly conservation results, and information on the City's Water Management Plan.
