SUBJECT: ACCELERATION OF SPORT COMPLEX DESIGN

To direct staff to accelerate the design process of the 20 acre
Sports Complex in Tustin Ranch to begin no later than June, 1992.
The design process should include only the Master Plan of the park
until funding for construction is identified as recommended by the
Parks and Recreation Commission and the Community Services staff.
BACKGROUND:
At the request of the City Council, The Parks and Recreation
Commission discussed accelerating the design of the Sports Complex
at the August 15th and September 19th Meetings. After much
discussion, the Commission recommended that the design be only a
master plan document, such as the ones developed for Columbus
Tustin and the Senior Center. The Commission was concerned that no
funding is available for the construction of the project, and felt
that working drawings should be delayed until funding for
construction is identified.
Given the current Community Services Department Work Program
(Attachment A), both the Commission and the staff felt confident
that accelerating the design to June of 1992 is an attainable goal.
As Council recalls, the design and construction of the Columbus
Tustin Gymnasium was accelerated when funding through the
Redevelopment Agency became available. The gymnasium should be in
working drawings by June 1992. This would allow the staff the
opportunity to focus on the Sports Complex at that time.
Cost estimates developed for the park have been based on the
following components: four lighted multi-purpose softball/soccer
fields with rest room facilities; six lighted tennis courts; one
outdoor lighted basketball/multi-purpose court; a gymnasium; a
parking lot large enough to support all the facilities; landscaping
and park amenities such as benches and play equipment. Estimated
total cost is $6.8 million. The Council could decide to delete the
gymnasium, since Columbus Tustin Gymnasium is being developed.

The cost savings would be roughly $2.1 million, along with future
savings in maintenance and staffing.
It has been the City Council's philosophy that citizen's
participation is extremely important. A project of this scope
would take about 14 to 18 months to design. Staff feels that the
customer design projects are the best projects. This is evidenced
by the very successful Senior Center. A copy of the Park Design
Process, adopted by the Council in January, 1990, is attached.

Staff estimates the Task Force would have five or six meetings with
the designer and staff to achieve consensus on the park elements
and site plan In addition to the meetings, Task Force would tour
similar sports complexes in the area. Time must be allotted in
between meetings for the consultant to draft the appropriate
documents for the Task Force's review. Once consensus has been
achieved, the Master Plan would begin an extensive review process
including reports given to the Design Review Committee, the Parks
and Recreation Commission, the Planning Commission, and the City
Council.
The development of the Master Plan would address phasing
opportunities so that portions of the park could be'developed as
funds became available. However, the Council should keep in mind
that even basic improvements on the 20 acre site would cost more
than $2 million. These basic improvements include rest rooms, play
and picnic area, a multi-purpose court, irrigation, turf, parking
lot, walkways, security lighting, and landscaping. This would not
include any of the secondary level improvements such as the lighted
ball diamonds, tennis courts, or the gymnasium.

Advantages:
A master plan could be developed which would identify phasing
opportunities so that- basic amenities for the park could be
developed first. This would respond to the pressing need for
the development of recreation facilities within the Community.
A master plan document would provide a site plan for the park,
which is required for completing grant applications.

Disadvantages:_
While funding for the design work is available, there is no
funding for construction, operation, or maintenance of the
facility. Demographics and technology change from year to
year. Even to develop a master plan may result in an end
product that may be totally different; case in point, Columbus
Tustin Master Plan had some major changes (such as moving the
location of the gym, and deletion of the small community
center) since the document was adopted in 1982. This shows
that the Master Plan is a flexible document; however, it can
add to the final cost.
This project is not on the current Work Program (Attachment
A). When the Council made construction of the Columbus Tustin
Gymnasium a priority because of available funding, the design
of the Sports Complex was moved to the 1993/94 Fiscal Year.
2. Direct staff to hold project until funding is identified for
the construction of the park as recommended in the Park
Financing Plan.
Advantages:
This is alternative consistent with the Work Program. There
currently is no funding identified for the construction. Even
phasing the construction of the project could be difficult
since the cost of developing multi-purpose fields and the
necessary support facilities is not in the budget and could
cost $2 to $2.5 million dollars to construct.
Disadvantages:
More residents will be living in the area around the park.
Staff has been contacted by potential home owners in the area.
Several have expressed a concern that a high intensity sports
complex is to be located across the street.
The process to design and build a park of this scope could
take three to four years no matter when the process starts. By
accelerating the process sooner, some time may be saved if
funding identified for construction in the next one or two
years.
Some type of plan would have to be drafted in order to apply
for grants. Having a well thought out Master Plan available
could expedite the grant application process and avoid the

expense of drafting a plan that may not be appropriate or
provide the flexibility to allow,for necessary changes in the
future.
As the report states, there are advantages and disadvantages to
either of the alternatives. In order to complete the project in a
high quality fashion, staff can accelerate somewhat. However, our
earliest start date is June, 1992.
