SUBJECT: ALLIANCE AVENUE STREET SWEEPING
RECOMMENDATIONS:
That the Tustin City Council authorize the change in street
sweeping policy to provide for separate daily schedules for each
side of Alliance Avenue, between Tustin Village Way and Williams
Street.
BACKGROUND:
At their meeting of August 5, 1991, the City Council received a
concern from Ms. Bonnie Taulaai regarding the City's street
sweeping on the southerly side of Alliance Avenue, between Tustin
Village Way and Williams Street. Ms. Taulaai's specific concern
pertained to the non -sweeping of the southerly side of Alliance
Avenue due to the number of parked cars on the street during street
sweeping hours. Since Ms. Taulaai's request, staff has received
two other inquiries requesting parking restrictions.
The northerly side of Alliance Avenue has been posted for no
parking between 9:00 a.m. and 1:00 p.m. on the day of street
sweeping. This posting was done at the request of either the
property owner or manager of each apartment complex. Prior to
these requests the City has not received any other requests for no
parking during street sweeping hours from any of the property
owners or managers of the apartment complexes along the southerly
side of Alliance Avenue. Alliance Avenue between Tustin Village
Way and Williams Street is fully developed with apartment complexes
on both sides of the street. The curbside is almost fully utilized
for on -street parking by tenants and/or guests due to either
limited on-site parking or the convenience of on -street parking
adjacent to living units. Alliance Avenue is located within the
Southwest Neighborhood Improvement Area.
The current policy established by the City Council for restricted
on -street parking during street sweeping hours is as follows:
* In single family residential neighborhoods the
restriction is imposed on a block by block basis, after
a requesting party (s) presents a petition signed by at
least two thirds of the property owners and/or residents
of each block (both sides of street) . Only one signature
per property or residence is counted.

* In the case of either a condominium complex or other
multi -family use, (apartment complex) a letter of request
is required from either the property owner, apartment
complex manager or Homeowners Association for the area
adjacent to each respective property.
As a result of the recent Public Works Department reorganization,
as recommended by the Arroyo Seco Associates Study, the City's
street sweeping operation has been restructured to sweep all of the
current City streets with two sweeper units and two operators. The
restructuring of the sweeping routes include the alteration and
consolidation of routes as well as an increase in sweeping speeds,
and does not provide for any deviations.
DISCUSSION:
Due to the extensive use of on -street parking on Alliance Avenue it
does not appear to be feasible to restrict parking on both sides of
the street at the same time. A suggested solution would be to
implement a split schedule on the street sweeping operation as
follows:
1. Maintain the current parking restrictions and sweep the
north side of Alliance Avenue on the same day and time
that it is currently scheduled.
2. Post parking restrictions and sweep the southside of
Alliance Avenue on either the preceding or following day
as scheduled in number 1 above.
This additional sweeping operation can be accomplished by either
working staff overtime or utilizing a contract sweeping service.
This split schedule will result in an additional cost to the City.
This cost would be minimal for only Alliance Avenue, .but could
increase to a sizeable amount depending upon how many requests are
received and approved throughout the City. At this time, it
appears that any extra cost for Alliance Avenue could be
accommodated within the current departmental operating budget.
