INTERVIEW AND APPOINT TWO MEMBERS TO THE COMMUNITY SERVICES COMMISSION The City Council conducted interviews to appoint two (2) members to the Community Services Commission. The Community Services Commissioners will City Council March 15, 2016 Special Meeting Minutes Page 1 of 2 serve until March 1, 2018 or until their respective successors are appointed and qualified. Mayor Nielsen randomly selected candidates to interview. The following candidates were interviewed: 1. Amy Nakamoto 2. Joseph Chung 3. Abhisek Jha 4. Laurence Cohn 5. Jody Hudson 6. Cherrill Cady accepted the Proclamation on her behalf. Cherrill Cady introduced Miss Tustin 2016 Divina Casas and her Court. CONSENT CALENDAR ITEMS 1-8 It was moved by Councilmember Murray and seconded by Councilmember Gomez to pull Item No. 5 and 7 and approve the balance as recommended by staff. Motion carried: 4-0 1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Motion: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. 2. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL HELD ON MARCH 1, 2016 AND SPECIAL MEETING OF THE CITY COUNCIL HELD ON MARCH 1, 2016 Motion: That the City Council approve the Action Minutes of the Regular Meeting of the City Council held on March 1, 2016 and the Special Meeting of the City Council held on March 1, 2016. 3. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Motion: Approve Payroll in the amount of $674,984.98 and Demands in the amount of $3,102,313.29. 4. 2015 GENERAL PLAN ANNUAL REPORT AND ANNUAL MITIGATION MONITORING STATUS REPORT FOR FEIS/EIR FOR MCAS TUSTIN SPECIFIC PLAN The California Government Code requires that the Planning Commission provide an annual progress report to the City Council on the status of the City's General Plan and the progress in its implementation, including the progress in City Council March 15, 2016 Meeting Minutes Page 3 of 11 5. meeting our share of regional housing needs and efforts to remove governmental constraints to housing development, maintenance, and improvement. In addition, the City Council certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the Disposal and Reuse of MCAS Tustin along with its Supplemental and Addendums. The FEIS/EIR evaluated the environmental impacts of the reuse and disposal of MCAS -Tustin, which included the adoption of a Mitigation Monitoring and Reporting Program (MMRP) pursuant to CEQA Guidelines Section 15097. The MMRP requires annual review to ensure compliance with required mitigations. On March 8, 2016, the Planning Commission reviewed the General Plan Annual Report and Annual Mitigation Monitoring Status Report and authorized staff to forward the reports to the City Council. With Council authorization, staff will forward the General Plan Annual Report to the State Office of Planning and Research and the State Department of Housing and Community Development (HCD) in fulfillment of the State's requirement, and receive and file the Annual Mitigation Monitoring Status Report. Motion: That the City Council: 1. Authorize staff to forward the General Plan Annual Report to the State Office of Planning and Research and the State Department of Housing and Community Development; and 2. Receive and file the Annual Mitigation Monitoring Status Report and authorize staff to submit a subsequent report when considerable and significant activities occur. FY2015 URBAN AREA SECURITY INITIATIVE (UASI) GRANT The City of Santa Ana, in its capacity as a Core City for the Anaheim/Santa Ana Urban Area, has applied for, received and accepted a grant entitled "FY 2015 Urban Areas Security Initiative" (UASI). This grant is from the Federal Department of Homeland Security, Federal Emergency Management Agency, through the State of California Emergency Management Agency. It is intended to enhance countywide emergency preparedness, and to help the Operational Area prevent, respond to, and recover from acts of terrorism, as set forth in the grant guidelines and assurances that are incorporated into the Agreement by reference. The Office of Grants and Training has awarded $4,400,000.00 to the City of Santa Ana for use in the Anaheim/Santa Ana Urban Area, for the term of November 18, 2015, through April 30, 2018. The funds are now available for distribution throughout the Operational Area, and the City of Tustin, as a Sub - Recipient, is authorized to participate in the grant funding. In addition to being a City Council March 15, 2016 Meeting Minutes Page 4 of 11 Sub -Recipient for Operational Area projects, the City of Tustin has been awarded $3,409.00 towards UASI sponsored training. The training funds allow personnel to attend training free of charge. With the exception of "instructor training", the training fund does not provide for overtime backfill. First, however, the City must designate an authorized representative and approve the Transfer Agreement. It was moved by Councilmember Gomez and seconded by Councilmember Murray to: 1. Adopt Resolution 16-13, designating the Chief of Police or his designee as the City's authorized representative for the FY 2015 UASI grant. 2. Approve the FY 2015 UASI Transfer Agreement between the City of Santa Ana and the City of Tustin. Motion carried: 4-0 RESOLUTION NO. 16-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DESIGNATING THE CHIEF OF POLICE OR HIS DESIGNEE AS THE CITY'S AUTHORIZED REPRESENTATIVE FOR THE FY 2015 URBAN AREAS SECURITY INITIATIVE (UASI) 6. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70015 The plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70015 have been prepared and the project is now ready to be bid. Motion: That the City Council adopt Resolution No. 16-15 approving the plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70015, and authorize the City Clerk to advertise to receive bids. RESOLUTION NO. 16-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70015 AND AUTHORIZING ADVERTISEMENT FOR BIDS 7. ADOPT RESOLUTION NO. 16-14 TO APPROVE THE SUBMITTAL OF A PLANNING PROJECT APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE 2016 City Council March 15, 2016 Meeting Minutes Page 5 of 11 COMPETITIVE MEASURE M2 PROJECT V COMMUNITY-BASED TRANSIT/CIRCULATORS GRANT PROGRAM City Council adoption of Resolution No. 16-14 will approve the submittal of an application for a planning study project to determine the feasibility of implementing a local transit/circulator system within the city to the Orange County Transportation Authority (OCTA) under the 2016 Call for Projects for the Competitive Measure M2 Project V Community -Based Transit/Circulators Grant Program. The planning study will evaluate a local transit/circulator system with fixed routes in the form of a trolley or shuttle that serves major retail centers within the City such as The District, Tustin MarketPlace and Old Town Tustin as well as connecting Metrolink passengers from the Tustin station to job centers and other major generators and attractors. It was moved by Councilmember Gomez and seconded by Councilmember Murray to adopt Resolution No. 16-14 approving the submittal of the application to the Orange County Transportation Authority for funding of the planning study under the 2016 Call for Projects for the Measure M2 Project V Community - Based Transit/Circulators Grant Program. Motion carried: 4-0 RESOLUTION NO. 16-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE SUBMITTAL OF A PLANNING PROJECT APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE 2016 COMPETITIVE MEASURE M2 PROJECT V COMMUNITY-BASED TRANSIT/CIRCULATORS GRANT PROGRAM 8. APPROVE GRANT OF EASEMENT TO THE SOUTHERN CALIFORNIA EDISON COMPANY OVER A PORTION OF CENTENNIAL PARK Southern California Edison (SCE) has determined it to be necessary to replace cables connecting two transformers located on the cul-de-sacs of Attboro Place and Cheshire Place. It is necessary for the City of Tustin to grant an easement to SCE over the City owned Centennial Park property for the installation of conduit and pull boxes and for access and maintenance purposes. Motion: That the City Council grant an easement to the Southern California Edison Company over a portion of Parcel 2 of Lot Line Adjustment No. 83-2, Recorded October 21, 1983 as Document No. 83-465817 in the Orange County Recorder's Office, as shown on the attached easement document exhibits for electrical facilities and access purposes, and authorize the Mayor and City Clerk to execute the document on behalf of the City. PARKER Provided an update on the Orange County Animal Care contract and facility relocation to Tustin and the finances required; mentioned that this item will be on the City Council agenda at the first meeting in April. Announced that the Association of California Cities, Orange County (ACCOC) and the League of California Cities have been working on addressing sober living facilities; mentioned that the ACCOC co-sponsored Assembly Bill 2772 (Chang) regarding Drug Treatment Programs and mentioned that Tustin will also take supportive action of the bill. More information will be provided at future meetings. COUNCILMEMBER GOMEZ March 1 Attended the American Association of University Women (AAUW) meeting at the Tustin Library; Jeffrey Rodriguez from the Social Security Administration provided a presentation on the updates to Social Security programs that are effective May 2016; encouraged everyone to open an account on Social Security to check benefits status. March 3 Students from Currie Middle School's Entrepreneurship Class, taught by Zachariah Samarin, visited City Hall and presented class projects on prospective businesses in vacant areas within the City March 5 Attended the Tustin Police Department substation meeting at Frontier Park; thanked all the officers and volunteers who assisted with the event NAArr.h 11 Attended the Orange County Senior Citizens Advisory Council meeting in Garden Grove: o Received regular reports from the Orange County Office on Aging o Reviewed a Public Hearing for the Office on Aging 2016— 2020 Area Plan Announced that March 16th at 9:00 a.m. is the Groundbreaking Ceremony for Heroes Hall, a permanent museum dedicated to war veterans at the Orange County Fair & Events Center; the expected completion is scheduled for Veterans Day on November 11th Announced that March 29th is the 40th anniversary of U.S. troops leaving Vietnam and there will be many events honoring the occasion Announced that Friday, April 1St is the 2nd Annual OC Leadership Forum on Aging at Alzheimer's Orange County; the presentation will be "Election 2016 — Hot Topics for Orange City Council March 15, 2016 Meeting Minutes Page 7 of 11 County Seniors"; there is no cost to attend and it's from 7:30 a.m. — 11:30 a.m. Information can be obtained at 949 757-3775. The Task Force is in the process of doing fundraising and marketing and will have good educational materials in the next few months, with the goal of reducing drowning incidents and fatalities in Orange County. Announced that the Orange County Mosquito and Vector Control District will host a town hall meeting at the Tustin Community Center on March 31St at 7:00 p.m. to answer questions about current mosquito control issues. Invited all to attend the Tustin Relay for Life on May 21St at Beckman High School and participate in the "Walk With Doc"; mentioned that he is a cancer survivor and it will be a wonderful event supporting cancer research.
