HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: CITIZEN CONCERN - IRVINE BOULEVARD/ FOURTH STREET OFF -RAMP RESTRICTION RECOMMENDATIONS: Receive and file. BACKGROUND: At the September 16, 1991 City Council meetinzj, representatives of Marie Callendar's Restaurant expressed concern regarding the restriction of the northbound Route 55 off -ramp to Irvine Boulevard/ Fourth Street, which impacted their business operation on Friday, September 13, 1991. They also requested notification of all future freeway/street closures or detours that would impact their business operation. DISCUSSION: The restricted traffic at the northbound off -ramp consisted of the closure of one travel lane on the freeway off -ramp and the closure of the number three or curb lane for eastbound Irvine Boulevard between Yorba Street and the off -ramp. These lane closures were implemented by Caltrans and the Southern California Gas Company's Contractor to facilitate the installation of a new gas main within Irvine Boulevard and through the new bridge structure spanning the Route 55 Freeway. The off -ramp restrictions were implemented to provide a safe work area to the crews installing the pipeline along Irvine Boulevard, adjacent to the curb within the number three eastbound travel lane. Staff has requested that Caltrans provide the City with prior notification to any upcoming lane restrictions and/or closures on freeway facilities that will impact' the traffic circulation on local streets. As a point of information, it is Caltrans plan to close First Street between Tustin Avenue and Pasadena Avenue for a period of approximately fifteen (15) months, commencing in either December 1991 or January, 1992. This closure is required to complete the demolition of the existing bridge and the reconstruction of a larger bridge facility. Other impacts or closures which may impact the Marie Callendar operation are summarized as follows: Citizen Concern October 2, 1991 Page 2 1. The southbound Route 55 off -ramp to Irvine Boulevard/Fourth Street will be closed from October 13, 1991 to November 30, 1991. The Seventeenth Street southbound off -ramp is suggested as an alternate route. 2. On or about October 27, 1991 the northbound Route 55 of f - ramp to Irvine Boulevard/ Fourth Street will be closed for fourteen (14) months. The exact closure date will be confirmed prior to any closure. The Seventeenth Street northbound off -ramp will be opened prior to the Fourth Street closure and is suggested as an alternate route. A copy of this report has been forwarded to the Manager of the Marie Callendar Restaurant for their information. Robert S.
