SUBJECT: COLUMBUS TUSTIN WELLS ITE I14PROVE14ENTS
RECOMMENDATIONS:
That the Tustin City Council authorize a supplemental budget
appropriation, in the amount of $20,000.00 from the Water Service
Capital Reserve Account for the extension of the Columbus Tustin
Park Storm Drain System to serve the Columbus Tustin Wellsite.
BACKGROUND:
Columbus Tustin Well has historically pumped water which has a high
content of sand and silt for the first 15 to 20 minutes of
operation. In the past this water has been discharged into the
street gutter until such time the well discharge has sufficiently
cleaned itself and the well discharge was returned into the water
distribution system. Currently the nearest downstream storm drain
and catch basin system is nearly one-half mile away and discharging
into the street gutter causes localized flooding and a potential
liability to the City.
DISCUSSION:
The City currently has a construction project underway for the site
and storm drain improvements�at Columbus Tustin parksite. This
storm drain will currently terminate at a point approximately 200
lineal feet southerly of the Columbus Tustin wellsite.
Staff is recommending that this storm drain system be extended
northerly approximately 200 feet to intercept the periodic
discharge flows from the Columbus Tustin wellsite. It is estimated
that this storm drain extension will cost $20,000.00. Staff is
requesting that the City Council approve a supplemental budget
appropriation in the amount of $20,000.00 from the Water Service
Capital Reserve Account to 1991-92 Water Service Capital
Improvement Program for the extension of the Columbus Tustin Park
Storm Drain System.
