PARKER, CITY MANAGER- SUBJECT: SUPPORT THE ORANGE COUNTY T K FORCE ON DROWNING PREVENTION SUMMARY: Staff recommends that the City Council support the Orange County Task Force on Drowning Prevention by acknowledging the $5,000 contribution from the Tustin Police Department 2016 Community Outreach Program. RECOMMENDATION: In the spirit of the preservation and protection of human life, the Tustin Police Department is proposing to contribute $5,000 to the Orange County Task Force on Drowning Prevention. Staff recommends approval of the support with consideration for future years. FISCAL IMPACT: $5,000.00 from account number 100-50-35-6431, Professional Standards Division. CORRELATION TO STRATEGIC PLAN: This item contributes to the fulfillment of the City's Strategic Plan Goal D, Strong Community and Regional Relationships, specifically addressing Strategy 2, by fostering strong relationships and working collaboratively with agencies within and outside Tustin on issues of mutual interest and concern such as the prevention of drowning throughout the County. City Manager April 19, 2016 Page 2 BACKGROUND AND DISCUSSION: In August 2015, the Orange County Task Force on Drowning Prevention was formed in response to the numerous deaths and injuries due to countywide drowning related incidents. The 25 -member task force, under the leadership of Director and Council Member Al Murray, includes the heads of public health, public safety, government, non- profit, victims, swim schools, and Olympic medal -winning swimmers. Every year, there are more than 100 drowning related incidents in Orange County. More than 40 of these are fatal and numerous survivors suffer long-term brain injury or medical complications. The task force believes that these injuries and deaths are preventable through increased awareness and behavioral changes through education. The task force has launched a series of focus groups to facilitate input that will assist in the development of consistent messaging for the entire county. The cost of the focus groups and surveys will well exceed $100,000. As this is only the initial step in the overall campaign, the task force is in need of securing additional funding for the launch of a drowning prevention campaign in the summer of 2016. The City of Irvine and Orange County Fire Authority have each committed $25,000 and the Orange County Health Care Agency has contributed $25,000. Prepared By: Stephanie Najera Management Analyst
