REPLACEMENT AND STORM DRAIN RETROFIT PROJECT
APPLICATION TO THE ORANGE COUNTY TRANSPORTATION
AUTHORITY FOR FUNDING UNDER THE TIER 1 ENVIRONMENTAL
CLEANUP PROGRAM 2016 CALL FOR PROJECTS
SUMMARY:
Staff is requesting the City Council approval of the submittal of an application for the
Median Turf and Irrigation Replacement and Storm Drain Retrofit Project to the Orange
County Transportation Authority (OCTA) under the Tier 1 Environmental Cleanup
Program 2016 Call for Projects. The application seeks for funding of the installation of
automatic retractable screens for 24 catch basins and conversion of select medians
from turf and sprinklers to drought tolerant plants and drip irrigation.
RECOMMENDATION:
It is recommended that the City Council approve the submittal of the application to the
Orange County Transportation Authority for the Median Turf and Irrigation Replacement
and Storm Drain Retrofit Project to the Orange County Transportation Authority (OCTA)
under the Tier 1 Environmental Cleanup Program 2016 Call for Projects.
FISCAL IMPACT:
The City is requesting $200,000, which is the maximum grant amount per project.
These funds will be applied to the construction portion of the project. This project is
included in the City's Fiscal Year 2015/2016 Capital Improvement Program Budget.
CORRELATION TO STRATEGIC PLAN:
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public
Safety and Protection of Assets. Specifically, the project implements or fosters the

implementation of strategy #3, which among other items, is to ensure continuous
maintenance and improvement of transportation facilities.
BACKGROUND AND DISCUSSION:
The Tier 1 Environmental Cleanup Program is designed to mitigate the more visible
forms of pollutants, such as litter and debris that collects on the roadways and in the
catch basins prior to being deposited in waterways and the ocean. It consists of funding
for equipment purchases and installation to existing catch basins and related best
management practices such as screens, filters, inserts, and other "street scale" low flow
diversion devices. An irrigation system retrofit combined with landscape replacement is
an approved project under this program. Grass clippings often carry herbicides and
pesticides, which are moved to the storm drain system through irrigation runoff. The
drip irrigation system will eliminate runoff while the new landscape will significantly
reduce the amount of vegetative debris that can be carried to the storm drain.
The proposed project includes the removal and replacement of the turf and overhead
spray irrigation in the medians on Irvine Boulevard from SR55 to Old Irvine Boulevard,
First Street from SR55 to Newport Avenue, and Newport Avenue from McFadden
Avenue to Wass Street. The project also includes the installation of 24 automatic
retractable screens for catch basins near the project locations.
The application was submitted to the OCTA on or before the due date of April 15, 2016.
The OCTA allows for City Council approval to occur after the application due date. Staff
is requesting the City Council approve the submittal of the application to the Orange
County Transportation Authority for the funding of the Median Turf and Irrigation
Replacement and Storm Drain Retrofit Project under the Tier 1 Environmental Cleanup
Program 2016 Call for Projects.
