TUSTIN CITY COUNCIL
June 28, 1971
CALL TO ORDER Meeting called to' order at 7:38 p.m. by Mayor
Coco.

OLD BUSINESS 1. PROPOSALS FOR SALE OF 1971 PARK BONDS
' Mr. Roger T. Morrison of Dean Witter & Co., 1055
North Main Street, Santa Ana, introduced Mr. John
M. Martin, a municipal consultant with ~he firm's
San Francisco office at 45 Montgomery Street.
Mr. Martin related the company's background and
qualifications and outlined their proposal, which
was essentially as follows: a fee of $5,000 for
all services, excluding a $500-$600 rating agency
charge, and a $1,500 charge for the official state-
ment. Preparation for the bond sale would require
30-60 days, depending largely on the timing frame-
work of the bonding attorney.
The Council then discussed the relative merits of
the proposals received.
Moved by C. Miller, seconded by Marsters that
Bartle Wells Associates' proposal. for sale of
1971 Park Bonds be approved.
Moved by Oster, seconded by Marsters that above
motion be amended to provide that any unpaid
billing from Bartle Wells Associates up to and
including June 30, 1971, relative to consulta-
tion on the Tustin Water Works, be waived.
Amended motion carried unanimously.
2. BUDGET REVIEW - TILLER DAYS PROPOSALS
Staff directed to send letters to Jaycees and to
Tustin Tiller Days, Inc., requesting that represent-
atives of each group meet with the Council at 7:00
p.m. on July 6, 1971, at the Council Chambers, prior
to the regular Council meeting.
NEW BUSINESS 1. RESOLUTION NO. 71-33
A Resolution of the City Council of the
City of Tustin, California, APPROVING
THE CALIFORNIA DISASTER AND CIVIL DEFENSE
MASTER MUTUAL AID AGREEMENT.
Moved by C. Miller, seconded by Oster that the
City of Tustin Civil Defense and Disaster Plan of
1971 be approved, and that Resolution No. 71-33
be read by title only. Carried unanimously.

OTHER
BUSINESS 1. APPRAISAL OF PARK SITES
Moved by L. Miller, seconded by Oster that
Mr. Gill and Councilman Marsters decide on
a qualified appraiser and to have this ap-
praiser begin evaluation of proposed park
sites immediately. Carried unanimously.
2. EUCALYPTUS TREES AT ANDREWS SITE
Councilman Marsters to discuss this matter
with residents adjacent to Andrews develop-
ment site in order to arrive at a solution
agreeable to all parties concerned.
VI.
ADJOURNMENT There being no further business, it was
moved by L. Miller, seconded by Marsters that
the meeting be adjourned to a budget workshop
and then to July 6, 1971, at 7:30 p.m.
Carried unanimously.
