HomeMy WebLinkAboutCC 6 LAUREL GLEN PARK 11-04-91CONSENT CALENDAR NO. 6 �� �► ;? { : AWARD OF BID FOR LAUREL GLEN PARK - TRACT 12763 RECOMMENDATION: To award the contract for construction of Laurel Glen Park - Tract 12763 to Valley Crest Landscape in the amount of $292,486.80. BACKGROUND: On September 3, 1991 the City Council approved plans and specifications and authorized advertisement for bids for construction of Laurel Glen Park �- Tract 12763. This project provides the construction of a three acre neighborhood park located at the corner of Heritage Way and Myford Road. The Park design features a large open turf area for general play, a playground/tot- lot, landscaping emphasizing the extensive use of trees, shade area, fitness trail and a rest room building. This design was developed with input from the Parks and Recreation Commission and a Neighborhood Park Task Force. The Neighborhood Park Task Force has identified a need for three limited -time parking spaces at the park on Heritage Way. The City Engineer ✓determined that such a scheme for parking is possible since no bike path is planned for Heritage Way. On October 15, 1990, when the City Council reviewed the site plan, the Council concurred with a street parking plan which provides parking for three cars, with one designated handicapped, from 6:00 a.m. to dusk, with a two hour time limit. On June 3, 1991, the City Council again confirmed support for this parking plan. DISCUSSION: On October 22, 1991, sealed bids were opened for this project. Micon Engineering, Placentia $398,453.00 Subsequent to a reference check, a review of the bid by the project designer, and determination that the contractor holds a valid contractor's license, staff has determined that Valley Crest Landscape, Inc. has submitted the lowest qualified bid. This contractor is currently under contract with the City to construct a storm drain, parking lot and park improvements at Columbus Tustin Park. To date, Valley Crest Landscape, Inc. has proved to be a responsible contractor. The Engineer's estimate for this project was $433,000. The amount of this bid, $292,486.80, is 32 per cent less than this estimate. This percentage under the estimate is typical for similar projects recently bid by the Community Services Department. This project is in the 1991/92 Capital Improvement Budget. Following the award of contract, the project construction period will run from December 2, 1991 through June.26, 1992. Susan M. Jon Teen A. BACKGROUND As Council will recall, the City Council reviewed 1990. the In design of status Laurel Glen Park in Tract 12763 in October report which is attached, the Council was informed that all appropriate bodies had approved the site flan and that the community had expressed a need for limited 'on -street parking. The Citizens Task Force had come to consensus that there would be three on -street parking spaces on Heritage Way.One of those spaces would be a handicapped space, and the parking would be limited in time from 6:00 a.m. to dusk with a two hour limit. Given the Council's desire for a parking -bay scheme at Camino Real Park , staff is concerned that the Council may wish to revisit the design scheme for Laurel Glen Park. The on -street parking scheme was designed with the consensus of the. Neighborhood Task Force; should the Council wish to reconsider that before Laurel Glen Park goes to bid, it may be wise to reconvene the Task Force. On the other hand, if Council is satisfied with the current on -street parki cheme, 4Di ther action is necessary. Rn een A.
