SUBJECT: YORBA STREET TREE REMOVAL/REPLACEMENT
RECOMMENDATIONS:
That the Tustin City Council approve the removal of the Ficus Trees
along the easterly side of Yorba Street between Vinewood Avenue and
Jacaranda Avenue under option No. 3 spread over a one year phasing
period and a replacement program utilizing a 15 gallon size
Bradford Pear Tree.
BACKGROUND:
The easterly side of Yorba Street between Vinewood Avenue and
Jacaranda Avenue contains several mature Ficus Trees within the
parkway area adjacent to the curb and gutter. The majority of
these trees have outgrown their locations and are displacing either
the sidewalks, curb and gutter or both. In some locations the City
has replaced the sidewalks two or three times over the past eight
years.
When these trees were marked for removal, staff received several
concerns from the residents of the adjacent neighborhoods. As a
result of these concerns staff prepared a three option program with
regards to the removal/ replacement of the trees along the easterly
side of Yorba Street, which is outlined on the attached memo.
DISCUSSION:
The following is an estimated cost for the tree replacements along
Yorba Street with respect to the three available replacement sizes
of 15 gallon, 24" box and 36" box trees:

* Planting cost for the 15 gallon size trees would be charged to
the departmental operations budget due to the tree size not
requiring contract labor and equipment.

The above amounts are for replacement costs only and do not include
removal costs of the existing Ficus Trees. The removals would be
done by City forces and charged to the departmental operations
budget. Any sidewalk/curb and gutter removal and replacement would
be charged to the departmental operations account for the 1991-92
sidewalk on curb/gutter repairs.
Due to the current state of the economy and the City's budget
constraints, staff recommends option No. 3 spread over a one year
phasing period and the utilization of 15 gallon size Bradford Pear
Trees.

YORBA STREET TREE REPLACEMENT PROGRAM
Attached is a rough sketch showing the proposed work associated with the
replacement of trees on Yorba North of Irvine Boulevard.
The spacing looks erratic since we placed the proposed trees in a manner to avoid
existing structures on the public right-of-way and to prevent obstruction of
visibility for vehicles from intersections and drive ways.
You will notice that the proposed plan only addresses the removal of Ficus trees
leaving the Eucalyptus trees in place.
OPTIONS:
1. Remove all trees, including Eucalyptus, and replace with recommended species.
2. Remove only Ficus trees and replace with recommend species.
3. Remove alternating Ficus trees and divide project into two phases - either 1 year
or 2 years.
Recognizing that this matter has gotten political, any of the above stated options are
workable.
I would recommend Option No. 1 from a practical point of view. This option would
allow us to match replacement stock, repair/replace existing sidewalk and gutter and
ultimately provide the public with a symmetrical planting scheme which we could
use as an example to other areas.
We are recommending that the replacement stock be:
BRADFORD PEAR (Pyrus Calleryana)
Description: Deciduous Tree - Pyramidal with upturning branches. Root growth is
deep and of medium growth rate.
• Ultimate Growth - 25 - 50 feet tall - 30 feet in width
- • Leaves - 1 1/2 - 3 inches long, broadly oval, scalloped, dark green, very glossy and
leathery
