UBJE SIGNAL TIMING ON CARROLL WAY AT SEVENTEENTH STREET
RECOMMENDATION
Receive and file.
BACKGROUND
A request was made by Councilman Edgar, at the October 21, 1991 Council
Meeting, to investigate the problem with timing of the traffic signal on
Carroll Way at Seventeenth Street. Councilman Edgar stated that the
timing was too short, only one car could get through the intersection
before the traffic signal would turn yellow.
This problem was checked out with the City's Operation Consultant. He
indicated that he had received several citizen complaints and had
investigated the problem prior to the City Council meeting. He had
found that the loop detection for the through traffic movement was
malfunctioning. He immediately placed the traffic signal controller on
recall to bypass the malfunctioning loop detector and provide additional
green time to the through traffic movement.
DISCUSSION
Once the problem had been determined the City's signal maintenance
company was contacted. They made temporary repairs to the loop
detectors by splicing the bad loops in with the left turn detector loops
on Thursday, October 24, 1991. This repair now allows for up to six
cars to get through the intersection during a single cycle.
CONCLUSION
The City will make arrangements to install new loop detection at the
subject intersection in the near future. Arrangements typically include
adding these loops in with another traffic signal project to expedite
the project and keep costs down.
