SUBJECT: WATER CONSERVATION UPDATE
RECOMMENDATION:
Receive and file water conservation update.
DISCUSSION:
During the month of October there was a ten percent reduction in
consumption from the base year. The ten percent reduction falls
short of the mandatory 15 percent. However, unseasonal weather
conditions experienced during the month of October may have
increased water usage. Because the overall consumption was below
the targeted level, the City avoided paying penalties. Attachment
I details conservation efforts by month. Additionally, Attachment
II graphically depicts water conservation target information.
Staff will be mailing out postcards to all 13,000 water service
customers to congratulate them for maintaining conservation goals
and, to inform users of higher allotment usage for winter periods,
(Attachment III). The water outlook for winter of 1991 appears
bleak as water supply is projected significantly lower than average
throughout California. Attachment IV is a drought update prepared
by the California Department of Water Resources. Staff will
continue to monitor the water supply and will report any changes or
modifications that may be needed to update the City's conservation
effort.

The 1985 chart depicts the nornal sources of the State's water supply and net
water use. The 1991 chart depicts the estimates of supply and use for this year. The
cut slices illustrate how the drought shortfall of 1991 was addressed: more ground
water pumping (4 MAF); shortages to water users (3.4 MAF); and water bank
transfers (0.6 MAF). The 0.6 MAF of Water Bank water resulted from fallowing
agricultural land, ground water, and local surface water. The 1991 normal level use
forecast reflects increased population growth since 1985 and adjustments in
agricultural acreage.
