SUBJECT: AGENCY FINANCIAL ASSISTANCE MAIN STREET PROPERTIES
RECOMMENDATION
Pleasure of the Agency.
BACKGROUND
Staff over the last several months has begun working on seismic
rehabilitation with owners of the Lindquist building (Rutabegorz,
Gary's Rack, and Conroy's), Zamora's Drapery, and the Knights of
Columbus (Diocese of Orange) buildings (see Exhibit A). These
share common masonry walls and it is more cost of f icient to address
the buildings seismically as one unit. In conjunction with the
seismic renovation of the buildings, Mr. Lindquist is taking the
lead to coordinate improvements to these properties to also
accomplish the following:
1. Redevelopment of the rear yards and private alley at the rear
of the buildings to provide more exciting pedestrian access,
and the potential for tenant spaces that can have dual entries
or entries that face the rear.. It is desirable that this work
include new paving, landscaping, and brick screenwalls.
2. Construction on the Lindquist building of a second floor and
a possible second floor on the Zamora building.
3. Renovation of the Main Street facades of the Zamora and
Knights of Columbus buildings to be more consistent with their
original architecture.
4. Provision of more direct access from the Steven's Square
parking structure to the businesses on Main Street. A
pedestrian bridge from the second floor of the parking
structure to the'adjacent Lindquist building with pedestrian
access to the private alley is proposed. Mr. Lindquist has
already opened up discussions on alterations to the structure
with the Steven's Square Association on this matter. (See
attached exhibits of preliminary sketches of proposed work).

In order to accomplish the above improvements, owners seem prepared
to enter into an Owner Participation Agreement with the
Redevelopment Agency and have transmitted a request for the
following City and Agency assistance:
1. Provision of $5,000 Community Development Block Grants under
the City's Commercial Rehabilitation Grant Program for each of
three addresses in the Lindquist building to be used for
seismic retrofit. Mr. Lindquist's application has already
been determined eligible. Funding is available upon
application to the Zamora's and Knights of Columbus.
2. A request for Agency assistance in assisting property owners
in constructing a pedestrian connection from the parking
structure to the rear of the subject project including
assistance in constructing improvements to the existing
private alley at the rear of the building. It is estimated
that the cost of alley improvements would be approximately
$7,000 and the bridge connection to be $5,000. As the Agency
may recall, staff had previously suggested that any
improvements to the structure be done by a private party.
3. Since additional parking will be required for the additional
square footage intended to be added to the subject.property,
a waiver of Mr. Lindquist's cost to lease spaces in the
parking structure is being requested.
With the recent Old Town Charette and R/UDAT strongly encouraging
incentives which improve pedestrian orientation and activity in
downtown, staff's initial assessment of the above proposal is that
it would be a tremendous benefit to Old Town. The level requested
assistance is relatively low given the provision of improved access
to the parking structure.
Approximately $200,000 in the Town Center 1991 bond -proceeds were
structured into the Town Center Project's Financing Plan for
commercial rehabilitation beginning in fiscal year 1991-1992.
Should the Agency be receptive to the above requests, staff would
be prepared to determine commitments to be required of those owners
involved and to finalize parameters of any Agency assistance and to

by the Agency.

Thank you for meeting with us to discuss ways to assist Robert Lindquist
with the improvement of his property. As you requested, this letter outlines
the measures that we discussed and their estimated costs.
We wish to accomplish the following items.
a. The seismic rehabilitation of the Lindquist buildings (Rutabegorz,
Gary's Rack, and Conroy's), as well as the adjacent properties - Zamora
Drapery and the Knights of Columbus (Diocese of Orange). These share
common masonry walls, and must be addressed seismically as one unit.
(See enclosed plan.)
b. The redevelopment of the rear yards of these buildings to provide
more inviting pedestrian access, and the potential for tenant spaces that face
these yards for their "front" entrances. This work will include new paving,
landscaping, and brick screen walls.
C. Provide direct access from the parking spaces owned by the City of
Tustin on -the upper deck of the Stevens Square parking structure, to the
businesses on Main Street.
d. Renovation of the Main Street facades of the Zamora and Knights of
Columbus buildings to be more consistant with their original architecture.
In order to accomplish these improvements, we ask the following.
a. $5000.00 Commercial Rehabilitation Program grants for each of the
three addresses in the Lindquist buildings (140, 148 & 158 West Main).

b. Robert Lindquist will allow the Zamora and the Knights of Columbus
buildings to share one seismic moment frame located on his property. This
will save the Zamoras and K. of C. about $8000.00 each. In exchange,
Robert Lindquist intends to ask that the Zamoras relinquish their easement
on the Lindquist property, and that both the Zamoras and the K. of C. apply
for Commercial Rehabilitation Grants to rennovate their Main Street facades
and their rear yards. For this endeavor Mr. Lindquist will need the active
support of the City.
C. The city enter into a development agreement with Robert Lindquist to
pay for the improvement of the above easement and the connection from the
parking structure to the stair that will be built by Mr. Lindquist to serve his
proposed second story addition. We estimate the cost of the easement
improvements to be $7000.00, and the bridge connection to be $5000.00.
d. Development agreements between the City and the Zamoras and the
Diocese of Orange to improve portions of their rear yards in exchange for
similar access easements.
e. Removal of the City requirement to lease spaces in the parking
structure needed to satisfy the city parking requirements. This reduction in
Mr. Lindquist's operating cost will help him to obtain financing for this
work.
We appreciate your encouragement, Christine, in regards to what we feel
will be an enhancement to this area of downtown Tustin. We depend on
your help to encourage the cooperation of the Zamoras and the Diocese of
Orange, and we need your assistance in preparing and processing the
appropriate development agreement. If you agree with this course of action,
please let us know how we may proceed.
