SUBJECT. REQUEST FOR REMOVAL OF ON -STREET PARKING PROHIBITIONS ON
LAGIER WAY DURING THE HOLIDAY SEASON (11-27-91 TO 1-2-92)
RECOMMENDATIONS:
It is recommended that the City Council, at their meeting of
December 2, 1991, deny the request to remove the existing on -street
parking prohibitions on Lagier Way during the holiday period from
November 27, 1991 to January 2, 1992, and advise the Sevilla
Homeowners Association that additional on-site parallel parking is
available for their use adjacent to curbs not painted red and
labelled as "Fire Lanes".
BACKGROUND:
At the City Council meeting of November 18, 1991, Ms. Jane Anderson
of 2473 Via Corella (Sevilla Townhomes Neighborhood of East Tustin)
spoke during the public input portion of the meeting. Ms.
Anderson requested an easing of the on -street parking prohibitions
on Lagier Way.during the holiday season, (November 27, 1991 to
January 2, 1992) , since she felt that the available on-site parking
spaces were insufficient to accommodate the increased parking
demand during this time of year. The Council directed City Staff
to look into this matter and provide a report for consideration at
their meeting of -December 2, 1991.
DISCUSSION:
Staff has conducted a comprehensive field review of the existing
Sevilla Development, as well as a detailed review of the project's
original site plan (Tentative Tract No. 13106) in relation to the
number of planned guest parking stalls and the parking requirements
for the site.
Currently, the development is served by an internal private street
system, consisting primarily of twenty-eight (28) foot wide
streets, some twenty-five ( 2 5) foot wide streets, and a forty-four
(44) foot wide major entrance street. The majority of the streets
currently have curbs painted red and are marked as fire lanes.
There are, however, various locations along the streets that have
not been red curbed and could be utilized for on -street guest
parking and still provide for a minimum 20 -foot wide fire lane.
These potential locations have been marked on the attached site
plan copy and represent 24 available non -restricted curb side
- spaces.
The community has double car enclosed garages for each unit and
various parking stall areas scattered throughout the development.
The field review has determined that there are 69 existing stalls
which have been provided and are marked either "Resident" or
"Guest". No handicap stalls have been marked, though the original
site plan called for two. It is staff's opinion that the marking
of spaces for residents is counterproductive in that it reduces the
number of spaces available for guest parking purposes, and is not
in keeping with the intent of original site plan review.
Based upon the number of dwelling units, the development's required
guest parking as shown on the site plan was 55 spaces. This means
there are currently 14 more individual spaces (69 minus 55 = 14)
than are required. Total existing on-site parking available for
guests, therefore, equates to a possible 93 spaces, -which includes
the 69 marked stalls and the 24 non -restricted curb side spaces.
The Orange County Fire Department has been contacted regarding the
marking of existing fire lanes in the Sevilla Development, and the
Fire Department's specifications for marking of fire lanes in
general. They have confirmed that any on-site curbs that are not
painted red and not stenciled with "Fire Lane - No Parking" are
available for parallel parking purposes. They have also confirmed
that the minimum width of an access roadway where parallel parking
on one side can be allowed and a 20 foot fire lane maintained is 28
feet, which is the predominant roadway width in Sevilla.
Based upon the investigation conducted, staff is of the opinion
that more than adequate on-site parking areas are available to this
development, therefore, the blanket request for the City to remove
on -street parking prohibitions from Lagier Way during the holiday
period, (November 27, 1991 to January 2, 1992), should be denied.
It should be noted that -the City, has -in the past, been receptive
to requests for the temporary lifting of such parking prohibitions,
when they involve a one-time, major special type of event, such as
the case when private on -street roadway systems are being
resurfaced. These will continue to be reviewed on an individual
per case basis.
A large copy of the site plan has been attached for the City
Council's information. It includes notations by staff, regarding
the location of existing parking stalls, existing red zones, and
potential non -restricted curb -side parking spaces.
