HUSTON, EXECUTIVE DIRECTOR FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: AWARD OF BID - TEMPORARY CITY HALL IMPROVEMENTS FOR INTERIM POLICE FACILITIES - PROJECT 5906129 RECOMMENDATION It is recommended that the Redevelopment Agency award the bid on Project 5906129 to W.E. O'Neil in the bid amount of $88,200. BACKGROUND The City Council at their meeting of April 15, 1991 approved plans and authorized advertisement of bids for the temporary improvements to City Hall for interim police facilities during construction of permanent improvements to the Civic Center. At the bid opening on May 15, 1991 the following valid bids were received. Contractor Base Bid Alt 1 Alt 2 Alt 3 Alt 4 W.E. In conjunction with their bid submittals, bidders were also asked to provide bid information on four alternatives with potential cost savings or timing issues as follows: 1. accelerate project for completion in 30 days 2. extend schedule for completion of project to 60 days 3. In lieu of building a new foundation and relocating an antenna, install temporary radio antenna provided by Orange County Communications. Relocate underground service for electrical/telephone and CATV service (this was an alternative of work proposed that was thought could improve future scheduling of the permanent improvements and reduce future interruptions of service to the temporary police department). A further review of construction details indicates that Alternatives 1 and 2 are not desired and the City will proceed with the originally requested 45 day construction time frame. In addition, conversations with the Southern California Edison Company on May 14th indicated that implementation of Alternative 4 may not be possible within a 45 day construction period for the temporary police department improvements. Staff, therefore, does not wish to exercise Alternative 4. Staff have reviewed bid proposals and recommends award of bid and utilization of alternative 3 to W.E. O'Neil for a contract amount of $88,200, subject to staff verification of references prior to the May 20th meeting. Construction of the project was a funded Redevelopment Agency project in the 1990-91 budget. The contract award amount, with inclusion of the Alternative 3, is 41% below the most recently revised construction estimate for the project of $150,000.
