WILSON, DIRECTOR OF PAR SAND RECREATION SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENT AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION FOR THE FRONTIER PARK WATER PLAY RECIRCULATION SYSTEM (CIP NO. 20076) SUMMARY: The Frontier Park Water Play Recirculation System has been completed and the project is ready for acceptance and filing of the Notice of Completion. RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 16-31 accepting the Frontier Park Playground Renovation (CIP No. 20076), and 2. Authorize the City Clerk to file the Notice of Completion with the County Recorder's office. FISCAL IMPACT: The Frontier Park Water Play Recirculation System (CIP No. 20076) was in the 2015- 2016 Capital Improvement Program funded by a combination of Park Development dollars and a Housing Related Parks Program Grant. The final cost of the project was $363,263. CORRELATION TO STRATEGIC PLAN: This project advances Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development by making improvements to existing parks to expand recreational activities. Parks and Recreation May 17, 2016 Page 2 BACKGROUND AND DISCUSSION: In April 2014, a new water play element at Frontier Park was constructed using equipment from Vortex Aquatic Play Solutions. In July 2014, due to the state drought conditions, the decision was made to cease operating the water play element. It was decided at that time to pursue the installation of a retrofit recirculation system that would treat the water used in the system so it could be safely recycled. The scope of work for this project included the installation of a water quality management system, along with a 4,000 gallon under-ground holding tank, an outdoor shower, and all of the associated plumbing, electrical, and concrete work. The project was completed on May 4, 2016. The City has retained 10% of the contract amount, which will be released no sooner than 35 days after the recordation of the Notice of Completion with the County Recorder's Office. STACK RESOLUTION NO. 16-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALIFORNIA ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE FRONTIER PARK WATER PLAY RECIRCULATION SYSTEM (CIP NO. 20076) WHEREAS, Vortex USA, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the Project Manager has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public work and improvement should be filed and payment of the balance due said contractor authorized in accordance with the contract documents; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public work and improvement be accepted, and the same is hereby accepted. Said public work and improvement is more particularly described as follows: Frontier Park Water Play Recirculation System CIP No. 20076 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
