CONSENT CALENDAR 1. APPROVAL OF MINUTES - December 7 and December 14, 1970. 2. APPROVAL OF DEMANDS - In the amount of $123,367.05. 3. APPROVAL OF AGREEMENT WITH COUNTY OF ORANGE FOR SANTA ANA FREEWAY CORRIDOR STUDY - as recommended by the City Engineer. 4. STREET IMPROVEMENTS - LAGUNA ROAD, NEWPORT AVENUE AND BROWNING AVENUE. 5. STREET IMPROVEMENTS - BRYAN AVENUE FROM CINDY LANE TO 600' WEST. 6. CONFERENCE REQUEST - PARKS AND RECREATION COMMISSION. Request for approval of budgeted item for six commissioners and the Parks and Recreation Director to attend the 1971 California and Pacific Southwest Recreation and Parks Con- ference to be held in Fresno, February 20-24. Moved by Councilman Oster, seconded by Councilman C. Miller that items 1 through 6 of the Consent Calendar be approved. Carried unanimously. RED HILL - WALNUT WALKWAYS ---- Mayor Coco announced that the Council would now consider the walkway situation for school children on the east side of Red Hill, north of Walnut Avenue. Video tape of conditions at this location, narrated by Mr. Myers, City Engineer, were then shown. The Councilmen stated that they had met on the site and that there seem to be four alternatives ~o be considered; Council Minute s 12-21-70 Paine 2 1. Educating the children from Tustin Meadows area to walk through the Summerfield tract and avoid the area. 2. Use of steel barricades between vehicle traffic and the walkway. 3. Barring all pedestrian traffic in this location and making all pedestrians cross to the west side of Red Hill. 4.Condemnation procedure on subject property and full street improvements. The following comments were made by residents of Tuscin Meadows: Mrs. Shirley Stauffer, 1982 Munton Circle, stated that a~ything done should be done right. She had talked to Sgt. Dillon of the Tustin Police Department and he said this was considered to be one of the four most hazardous corners in the City, but he had not stated whether these were pedestrian or vehicular problems. In answer to questioning, Mrs. Stauffer said it would not be out of the question for children to walk through the Summerfield Homes but that grade school children are not the only concern. There are high school children who walk there to get the school bus as well as other pedestrians. FLrS. H. Graham, 14632 Canterbury, stated that there was also an unimproved area on the west side of Red Hill, and askinS children to use only that side of the street would be asking them to walk with the traffic on the return trip which would be walking on the wrong side of the street. The best alter?~ne route for her children would be through the Summerfield tract. Mr. H. Graham asked that the Council consider cost increases today versus years ago and the constant increases--x. That would be most economical. Sooner or later Red Hill must be uni- formly improved. He stated he would not ask children to walk if not given the safest, most direct route and he would give his children transportation. As to the west side of Red Hill, Mr. Graham said that there is a blind spot just south of a garage at the main entrance and exit to an apartment unit which creates a hazard. Relative to improvements being required when property is developed, Mr. E. Sweeney, 14912 Foxcroft, asked if improve- merits could be put in now and charged to a new owner at a later date. He felt that plans should be made to improve now and that the Council should consider improving all of Red Hill. The Council discussed the following points: 1. Need for a report as to whether the accident rate at this corner, which made it one of the four most hazardous intersections, had happened prior to signalization in June. 2. Cost of full development, which would be approximately $12,000 excluding any land acquisition. 3. Ways of slowing traffic at this point where the street narrows. 4.Educating pedestrians to walk on the west side, and posting this as a "No Pedestrian" area. 5. The fact that ultimate condemnation of property ~ould extend 12 feet into living room of existing residence. Council Minutefs 12-21-70 Page 3 6. That all dangerous areas on Red Hill should be considered and a decision made as to the most hazardous and what monies are available. 7. The fact that the Zink Development has gone through escrow and plans for development have been submitted. This will improve that portion. 8. Possibility of putting up an abutment barrier to create a walkway on Red Hill where roadway narrows due to 17' of needed right-of-way. 9. Possibility of obtaining County road funds to help defray expenses. 10. City liability if unsafe conditions exist and are lowed to continue. 11. The fact that the County as of now is unprepared to give give date of signalization of Nisson or Mitchell Avenue crossings. 12. There is now a total of 800' to 900' of unimproved area on the east side of Red Hill as compared to 50' on the west side and if County monies are available to improve this 50' span. 13. Possibility of flag signalization to direct traffic away from this curb area. The Council directed that the staff prepare a report as to hazards on each and every unimproved area within the City on Red Hill Avenue including type of accidents occurring, and explore with the County available funds for ultimate improvements by way of cendemnat ion or other improvements. Staff also instructed to take steps for immediate flagging while awaiting reports from study. VII. ORDINANCES FOR ADOPTION None. VIII. ORDINANCES FOR INTRODUCTION 1. ORDINANCE NO. 495 An Ordinance of the City of Tustin, California, AMENDING THE ZONING ORDINANCE RELATIVE TO MEDICAL- DENTAL 0N-SITE PARKING REQUIREMENTS. Moved by L. Miller~ seconded by Marsters that Ordinance No. 495 have first readin~ by title only. Carried unani- mously. IX. RESOLUTIONS 1. RESOLUTION NO. 70-56 A Resolution of the City Council of the City of Tustin, California, APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION FUNDS HEIDEMAN-SCHOOL PARK DEVELOPMENT CENTER. 2. RESOLUTION NO. 70-57 A Resolution of the City Council of the City of Tustin, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN ~ ARTERIAL HIWAY FINANCING PROGRAM THE DEVELOPMENT OF FIRST STREET. RESOLUTION NO. 70-58 A Resolution of the City Council of the City of Tustin, AUTHORIZING THE SUBMISSION OF A REQUEST FOR ALLOCATIONS OF FUNDS TO THE PUBLIC UTILITY COMMISSION FOR A PORTION OF THE COST OF CONSTRUCTING RAILROAD PROTECTION DEVICES AT VARIOUS CROSSINGS. Resolution titles read by City Clerk. Moved by L. MillerI seconded by Oster that further reading be waived and Resolution Nos. 70-56~ 70-57 and 70-58 be passed and adopted. Carried unanimously. OLD BUSINESS None. XI. NEW BUSINESS 1. APPOINTMENT OF A MEMBER OF THE PARKS AND RECREATION COMMISSION. Mayor Coco reported that both Mr. Fleming's and Mr. Roper's terms expire on December 31, 1970, and that a letter had been received from Mr. Fleming requesting re-appointment. Moved by C. Miller~ seconded by Marsters that Resolution 70-59, appointing Quentin Fleming to the Parks and Recreation Commission for a two year term, be read by title only. Carried unanimously. Moved by C. Miller~ seconded by L. Miller that Resolution NO. 70-59 be passed and adopted. Carried. Suggested and approved that the expired term of Mr. Roper be continued to obtain Mr. Roper's feelings on re-appoint- ment. 2. AMENDMENT TO THE TUSTIN CITY CODE RELATIVE TO PROCEDURES FOR LICENSING OF BICYCLES. Moved by C. Miller~ seconded by Marsters that the City Attorney be directed to draft an ordinance amending the Tustin City Code relative to bicycle licensin5 as recom- mended by the staff. Carried. XII. REPORTS 1. REPORT ON TOPICS PROGRAM--CITY ENGINEER. Mr. Gill clarified that the $750.00 authorized for preparation of the necessary documents for this study is non-refundable. The cost of the study itself is eligible for either TOPICS or Gas Tax Fund expenditures. Councilman Oster and Mr. Gill agreed that there is some con- cern over this program and the Council should watch the progress carefully. FOLLOWING REPORTS RECEIVED: 1. League of California Cities Participation in P.U.C. Study of Landscaping Railroad Rights-of-Way. 2.Report on regulations for large gatherings, rock festivals, etc. 3. Southern California Edison Co. correspondence relative to underground utilities allocations. Council Minutes 12-21-70 Page 5 4. Sweeping of County streets adjacent to City boundaries --0. Myers. Councilman Marsters requested a follow-up report on needs of Police and Pire Departments and what the top priorities XIII.
