Kendig: The Council took no reportable action. ORAL COMMUNICATION/PUBLIC INPUT — Doug Davert PRESENTATIONS — o Assistant to the City Manager Matthew S. West, Management Analyst Kenneth Piguee and Police Lieutenant Brian Greene provided an overview of the new Tustin Legacy and Tustin Police Websites CONSENT CALENDAR ITEMS 1-9 It was moved by Councilmember Murray and seconded by Mayor Pro Tem Puckett to approve the balance as recommended by staff. Motion carried: 5-0 Councilmember Murray commented on Item No. 6 and complimented and thanked Recreation Supervisor Marilyn Buescher for spearheading the grant funding for senior City Council May 3, 2016 Meeting Agenda Page 3 of 11 mobility and leading as an example to other agencies. 1 K 3 4 5. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL HELD ON APRIL 19, 2016 Recommendation: That the City Council approve the Action Minutes of the Regular Meeting of the City Council held on April 19, 2016. RATIFICATION OF DEMANDS - PAYROLL The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Recommendation: Confirm and approve as submitted the following listing of demands issued on behalf of the City in accordance with Government Code Section 37208. RATIFICATION OF DEMANDS The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Recommendation: That the City Council: 1. Adopt Resolution No. 16-28 accepting the Frontier Park Playground Renovation (CIP No. 20072), and 2. Authorize the City Clerk to file the Notice of Completion with the County Recorder's office. RESOLUTION NO. 16-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALIFORNIA ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE FRONTIER PARK PLAYGROUND RENOVATION (CIP NO. 20072) 6. APPROVAL OF THE CITY OF TUSTIN'S AGENCY SERVICE PLAN FOR THE OCTA SENIOR MOBILITY PROGRAM The Parks and Recreation Services Department is seeking approval of the attached Agency Service Plan as a requirement for continued participation in the Orange County Transportation Authority's (OCTA) Senior Mobility Program (SMP). Recommendation: That the City Council: 1. Adopt Resolution 16-26 which formally approves the City of Tustin's Senior Mobility Program Agency Service Plan. 2. Adopt Resolution 16-27 which authorizes the Director of Parks and Recreation Services to execute all documents related to the City of Tustin's Senior Mobility Program Agency Service Plan. RESOLUTION NO. 16-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE CITY OF TUSTIN'S SENIOR MOBILITY PROGRAM AGENCY SERVICE PLAN FOR CONTINUED PARTICIPATION IN THE ORANGE COUNTY TRANSPORTATION AUTHORITY (OCTA) SENIOR MOBILITY PROGRAM (SMP) RESOLUTION NO. 16-27 City Council May 3, 2016 Meeting Agenda Page 5 of 11 VA A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING EXECUTION OF DOCUMENTS REQUIRED BY ORANGE COUNTY TRANSPORTATION AUTHORITY (OCTA) IN ORDER TO RECEIVE SENIOR MOBILITY FUNDING (SMP) WATER CONSERVATION UPDATE — MARCH 2016 As a result of the drought, the City of Tustin is required to provide the State Water Resources Control Board with data that will be used to determine if the City is meeting the required 28% conservation target and the various methods being utilized to ensure compliance with the State's mandates. This report summarizes the information provided to the State for the month of March 2016 and provides the City Council and the public with general information on previous and upcoming actions taken by the City. Recommendation: That the City Council receive and file this report. 8. APPROVE THE ENGINEER'S REPORT FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT AND SET A PUBLIC HEARING TO CONSIDER LEVYING FISCAL YEAR 2016-2017 ASSESSMENTS Recommendation: That the City Council: Adopt Resolution No. 16-29 approving the Engineer's Report for the Tustin Landscape and Lighting District for Fiscal Year 2016-2017; and 2. Adopt Resolution No. 16-30 declaring its intention to levy annual assessments for Fiscal Year 2016-2017 and setting a public hearing for June 7, 2016. RESOLUTION NO. 16-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING THE ENGINEER'S REPORT FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT LEVY OF ANNUAL ASSESSMENTS FOR FISCAL YEAR 2016-2017 RESOLUTION NO. 16-30 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA DECLARING ITS INTENTION TO PROVIDE FOR AN ANNUAL LEVY OF ASSESSMENT FOR FISCAL YEAR 2016-2017 FOR THE IMPROVEMENT, MAINTENANCE AND SERVICING OF PUBLIC LANDSCAPING AND LIGHTING FACILITIES IN THE TUSTIN RANCH AREA WITHIN THE BOUNDARIES OF THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT AND TO LEVY AND COLLECT ASSESSMENTS PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972 AND PROPOSITION 218 AND GIVING NOTICE THEREOF City Council May 3, 2016 Meeting Agenda Page 6 of 11 9. DECLARATION OF SURPLUS PROPERTY The City has accumulated a quantity of obsolete and/or damaged computer and other equipment that are no longer usable or required for public use. Recommendation: That the City Council: 1. Declare the listed equipment surplus and not required for public use. 2. Authorized staff to sell/have auctioned serviceable equipment of value and dispose of assets beyond repair. OTHER BUSINESS/COMMITTEE REPORTS CITY MANAGER JEFFREY C. PARKER Wished his mother a Happy 97th Birthday COUNCILMEMBER PUCKETT April 20 Attended the Transportation Corridor Agency Workshop April 21 —April 30 Traveled to Texas for 10 days; visited former Mayor Ron Hoesterey's cattle ranch and several Presidential Libraries in Austin which were very educational Wished Mrs. Parker a Happy Birthday COUNCILMEMBER GOMEZ April 21 Attended the Tustin Public Schools Foundation Dinner following their Third Annual Golf Classic; it was a great event and successful fundraiser April 23 Participated in the Community Yard Sale which was very busy and seemed like a huge success; thanked the Parks & Recreation Department April 28 • Toured the Ironworkers Training Complex in La Palma; it was an interesting visit and City Council May 3, 2016 Meeting Agenda Page 7 of 11 opportunity for observation • Attended a reception for an international group of elected woman leaders who had been trained by Americans, which was the first group of elected female leaders from Saudi Arabia; it was a fascinating experience that reminded all citizens not to take voting for granted April 29 Attended the Orange County Emergency Medical Care Committee as a representative of the Senior Citizens Advisory Council: o Adopted a revision of policies to reflect increased safety and cleanliness for transport vehicles o Considered a Public Hearing regarding the closure of San Clemente Hospital; there was great concern amongst the citizens because of the geographical location of San Clemente and the traffic in the region April 30 Attended the annual Take Back Day sponsored by the Tustin Police Department; mentioned that the event is a great mechanism to safely discard unused medication and thanked staff and volunteers that participated Wished Ms. Parker a Happy Birthday COUNCILMEMBER MURRAY Wished Mrs. Parker a Happy Birthday April 20 • Attended the Association of California Cities — Orange County Board of Director's meeting • Visited the Richard Nixon Presidential Library for the "Bringing Home the Dream in 2016" Gala event featuring journalists Kirsten Powers and Andrea Tantaros from Fox News April 21 Attended the Association of California Cities — Orange County Legislative Committee meeting April 23 Attended the City's annual Shredding Event; thanked City Clerk Erica Rabe and her staff and the Public Works Department for managing and coordinating a busy event that is a great service April 25 Attended the Orange County Transportation Authority Board of Directors meeting; major topics included Bus Plan Revisions, the OC Street Car Project in Santa Ana and Garden Grove, and the 55/405 freeway projects City Council May 3, 2016 Meeting Agenda Page 8 of 11 April 26 Participated in radio interviews regarding "Bike Month"; announced that the Orange County Transportation Authority is promoting bike safety and encouraged all to visit the OCTA website for more information and upcoming events April 28 • Attended the Orange County Transportation Authority Transit Committee meeting • Attended the Association of California Cities — Orange County 2016-2017 Board Installation event May 1 Attended his daughter Emily's gymnastics competition in Huntington Beach, CA May 2 Attended the Orange County Transportation Authority Executive Committee meeting; mentioned that Tustin is the 3rd fastest growing city in Orange County and the community is continuing to grow Attended his daughter Lily's National Charity League Graduation; they had a father - daughter dance and it was very proud moment as she heads off to college MAYOR PRO TEM BERNSTEIN April 20 • Attended a Community Service Programs (CSP) ribbon cutting for the opening of the Tustin Youth Shelter, which is the largest short-term shelter system for homeless, runaway and at -risk youth in Orange County and part of the Children's Crisis Residential Program • Attended the Building Industry Association of Southern California Political Action Gala April 21 • Attended the Tustin Public Schools Foundation Dinner; thanked Lori and Jonathan Abelove for the invitation and mentioned that it was a great event and successful fundraiser • Chaired the Orange County Mosquito and Vector Control Board meeting regarding aerial spraying of adulticides to suppress the mosquito population carrying West Nile virus which is a public health issue; mentioned that the meeting last approximately 4.5 hours and many passionate members of the community were compelled to participate and share their thoughts April 22 Attended the Association of California Cities — Orange County Legislative and Regulatory Committee meeting; thanked Councilmember Murray who is the President of the ACCOC for a wonderful job and congratulated all • Attended the Orchard Supply Hardware ribbon cutting; mentioned that the staff is very friendly and knowledgeable and encouraged all to visit the new store May 2 Attended the Veterans Advisory Committee meeting; major topics discussed include a city- wide banner program honoring veterans, adoption of a Marine unit, and the Fourth of July celebration Referenced item no. 7 on the agenda and congratulated the City for meeting the 28% savings in water production for March 2016 when compared to March 2013 Encouraged all to participate and celebrate life while garnishing funds to support cancer research at the Tustin Relay for Life on May 21 st at Beckman High School from 10:00 a.m. to 10:00 p.m.; announced that he is a cancer survivor and the "Walk with Doc" Survivor Lap will be from 11:00 a.m. — 12:00 p.m. Thanked those who are involved in planning the event and mentioned that he will be forever grateful for everyone's hard work.
