TUSTIN CITY COUNCIL
December 14, 1970
6:30 P.M.
Present: Councilmen: Coco, Marsters, C. Miller, L. Miller.
Absent: Councilman: Oster.
Meeting was called to discuss the Revised Circulation
Element of the Irvine General Plan as it affects the area
easterly of the City of Tustin.
Ken Fleagle described the previous proposal of April, 1970,
and the new plan dated November, 1970. The new plan deletes
the alignment on Jamboree Road through the easterly edge of
the Marine Corps Air Station (Helicopter) and adds a new
throughway between Browning and the Peters Canyon-Jamboree
Road environmental corridor. The old plan indicated traffic
projection to 1990, whereas the new plan relates to the
"horizon year", or past the year 2000. Mr. Fleagle described
the traffic needs in the area based on the proposed land use
and ultimate development. He stated that the new Circulation
Element of the General Plan was superior to the old plan,
would provide the capacity for vehicular traffic necessary in
the area, the throughway would act as a north-south bleeder
to traffic moving in a westerly direction and would thereby
reduce traffic flow into the Tustin area. In addition, the
throughway would provide improved access to the Marine Corps
Air Station in the event that the Station is converted to
other land uses. However, Mr. Fleagle was concerned about the
ecology of the new throughway as it affects the environment
of the residential properties abutting both sides of the
throughway.
Orville Myers spoke and related to the Circulation Element
stated that he concurred that it was a far superior circulation
pattern for the area.
Gordon Jones, representative of the Irvine Company, spoke and
related the history of the development of the new plan. He
stated that the new plan was the result of the County Board of
Supervisors denying access through the Air Station on the
Master Plan of Arterial Highways. With this input, the new
plan was designed and it is felt even if the old plan could be
used again, the new plan was far superior in its circulation
provisions. He stated that emergency access would be allowed
from the throughway to the residential properties so abutting,
even though the throughway would be a limited access arterial
for private vehicles. He stated, as related in the December 9,
1970, letter from Dick Reese of the Irvine Company to City
Administrator Harry Gill, that the elevation or cross section
'of the road would be an improvement over what is primarily
known today in Orange County. Additional beautification excess
parkway widths, center island treatment, etc., would be pro-
vided in this throughway. This would be basically a "street-
scape" attitude which is not typical in new road construction
in Orange County today.
Discussion followed by various members of the City Council,
Planning Commission and Murry Storm, County Road Department,
concurred in most of the remarks made relative to the circula-
tion of this new plan. He said that the County had checked
the traffic flow projection as developed by a private con-
sultant for the Irvine Company, and agreed that the November,
1970, plan would help handle the ultimate traffic flow in the
area providing that land use is developed as so indicated on
the Irvine General Plan. Mr. Storm made a commitment that the
County would submit plans for City approval, prior to development
of highways within the Tustin area, to the proposed environmental
corridor.

Larry Marsters stated that the Planning Commission had fully
studied the matter, and felt that the City should support the
Commission's position, objecting to the proposed new throughway.
It was moved by Len Miller, seconded by Clif Miller
to communicate with the Orange County Planning Commission
that the City of Tustin does endorse the Circulation
Element of the Irvine General Plan as it relates to and
affects the area east of the City of Tustin, based on the
evening's discussion, clarifications and commitments made
by the Irvine Company and the County Road Department re-
garding "street-scaping", emergency vehicle access from the
throughway, and improved access to the Marine Corps Air
Station (H), in the event of a change in land use of the
p~operty.
The motion was adopted 3-1. Vote: Ayes: Coco, C. Miller,
L. Miller. Noes: L. Marsters. Absent: Oster.
The meeting was adjourned at 7:25 P.M.
