Parker, City Treasurer MINUTES OF THE CLOSED SESSION MEETING OF THE CITY COUNCIL AND TUSTIN HOUSING AUTHORITY 5:30 P.M. CALL TO ORDER— Meeting #2390 at 5:38 p.m. ATTENDANCE Present: Mayor John Nielsen, Mayor Pro Tem Allan Bernstein, and Councilmembers Al Murray and Charles E. Puckett Absent: Councilmember Rebecca Gomez City Clerk: Erica N. Rabe, City Clerk Others Present: Jeffrey C. Parker, City Manager; David E. Kendig, City Attorney PUBLIC INPUT— None CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss certain matters without members of the public present. The City Council finds, based on advice from the City Attorney, that discussion in open session of the following matters will prejudice the position of the City in existing and anticipated litigation: Please note: Written materials relating to agenda items for an open session regular meeting of the Council that are distributed to a majority of the Council members less than 72 hours prior to the meeting are available for public inspection at the following locations: In the City Clerk's Office during regular business hours and following business hours (after 5:30 p.m.) in the Council Chamber on the day of the meeting. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL AND TUSTIN HOUSING AUTHORITY 7:00 P.M. CALL TO ORDER— Meeting #2390 at 7:01 p.m. INVOCATION — Mayor Nielsen PLEDGE OF ALLEGIANCE— Councilmember Gomez ROLL CALL— City Clerk Present: Mayor John Nielsen, Mayor Pro Tern Allan Bernstein, and Councilmembers Rebecca Gomez, Al Murray and Charles E. Puckett Absent: None City Clerk: Erica N. Rabe, City Clerk Others Present: Jeffrey C. Parker, City Manager; David E. Kendig, City Attorney CLOSED SESSION REPORT — City Attorney David E. Kendig: The Council took no reportable action. ORAL COMMUNICATION/PUBLIC INPUT— Doug Davert PRESENTATIONS — o Assistant to the City Manager Matthew S. West, Management Analyst Kenneth Piguee and Police Lieutenant Brian Greene provided an overview of the new Tustin Legacy and Tustin Police Websites CONSENT CALENDAR ITEMS 1-9 It was moved by Councilmember Murray and seconded by Councilmember Puckett to approve the balance as recommended by staff. Motion carried: 5-0 Councilmember Murray commented on Item No. 6 and complimented and thanked Recreation Supervisor Marilyn Buescher for spearheading the grant funding for senior City Council May 3, 2016 Meeting Agenda Page 3 of 11 THE NOTICE OF COMPLETION FOR THE FRONTIER PARK PLAYGROUND RENOVATION (CIP NO. 20072) The Frontier Park Playground Renovation has been completed and the project is ready for acceptance and filing of the Notice of Completion. Recommendation: That the City Council: 1. Adopt Resolution No. 16-28 accepting the Frontier Park Playground Renovation (CIP No. 20072), and 2. Authorize the City Clerk to file the Notice of Completion with the County Recorder's office. RESOLUTION NO. 16-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALIFORNIA ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE FRONTIER PARK PLAYGROUND RENOVATION (CIP NO. 20072) 6. APPROVAL OF THE CITY OF TUSTIN'S AGENCY SERVICE PLAN FOR THE OCTA SENIOR MOBILITY PROGRAM The Parks and Recreation Services Department is seeking approval of the attached Agency Service Plan as a requirement for continued participation in the Orange County Transportation Authority's (OCTA) Senior Mobility Program (SMP). Recommendation: That the City Council: 1. Adopt Resolution 16-26 which formally approves the City of Tustin's Senior Mobility, Program Agency Service Plan. 2. Adopt Resolution 16-27 which authorizes the Director of Parks and Recreation Services to execute all documents related to the City of Tustin's Senior Mobility Program Agency Service Plan. RESOLUTION NO. 16-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE CITY OF TUSTIN'S SENIOR MOBILITY PROGRAM AGENCY SERVICE PLAN FOR CONTINUED PARTICIPATION IN THE ORANGE COUNTY TRANSPORTATION AUTHORITY (OCTA) SENIOR MOBILITY PROGRAM (SMP) RESOLUTION NO. 16-27 City Council May 3, 2016 Meeting Agenda Page 5 of 11 9. DECLARATION OF SURPLUS PROPERTY The City has accumulated a quantity of obsolete and/or damaged computer and other equipment that are no longer usable or required for public use. Recommendation: That the City Council: 1. Declare the listed equipment surplus and not required for public use. 2. Authorized staff to sell/have auctioned serviceable equipment of value and dispose of assets beyond repair. OTHER BUSINESS/COMMITTEE REPORTS CITY MANAGER JEFFREY C. PARKER Wished his mother a Happy 9r Birthday COUNCILMEMBER PUCKETT April 20 Attended the Transportation Corridor Agency Workshop April 21 —April 30 Traveled to Texas for 10 days; visited former Mayor Ron Hoesterey's cattle ranch and several Presidential Libraries in Austin which were very educational Wished Mrs. Parker a Happy Birthday COUNCILMEMBER GOMEZ April 21 Attended the Tustin Public Schools Foundation Dinner following their Third Annual Golf Classic; it was a great event and successful fundraiser April 23 Participated in the Community Yard Sale which was very busy and seemed like a huge success; thanked the Parks & Recreation Department April 28 City Council May 3, 2016 Meeting Agenda Page 7 of 11 Grove, and the 55/405 freeway projects A-,;I ryc r%pl ii 4v Participated in radio interviews regarding "Bike Month"; announced that the Orange County Transportation Authority is promoting bike safety and encouraged all to visit the OCTA website for more information and upcoming events April 28 • Attended the Orange County Transportation Authority Transit Committee meeting • Attended the Association of California Cities — Orange County 2016-2017 Board Installation event May 1 Attended his daughter Emily's gymnastics competition in Huntington Beach, CA May 2 Attended the Orange County Transportation Authority Executive Committee meeting; mentioned that Tustin is the 3rd fastest growing city in Orange County and the community is continuing to grow Attended his daughter Lily's National Charity League Graduation; they had a father- daughter dance and it was very proud moment as she heads off to college MAYOR PRO TEM BERNSTEIN April 20 • Attended a Community Service Programs (CSP) ribbon cutting for the opening of the Tustin Youth Shelter, which is the largest short-term shelter system for homeless, runaway and at-risk youth in Orange County and part of the Children's Crisis Residential Program • Attended the Building Industry Association of Southern California Political Action Gala April 21 • Attended the Tustin Public Schools Foundation Dinner; thanked Lori and Jonathan Abelove for the invitation and mentioned that it was a great event and successful fundraiser • Chaired the Orange County Mosquito and Vector Control Board meeting regarding aerial spraying of adulticides to suppress the mosquito population carrying West Nile virus which is a public health issue; mentioned that the meeting last approximately 4.5 hours and many passionate members of the community were compelled to participate and share their thoughts April 22 Attended the Association of California Cities — Orange County Legislative and Regulatory Committee meeting; encouraged all to visit www.accoc.orq for additional information City Council May 3, 2016 Meeting Agenda Page 9 of 11 Event Announcements Thursday, May 5 Cinco de Mayo Celebration: 3:00-5:00pm Tustin Family Youth Center Friday, May 6 Mother's Day Luncheon: 12:00 p.m. Senior Center Thursday, May 12 Wally Karp Memorial Tribute: 6:00 p.m. In front of the PD Saturday, May 14 e-Waste Recycling: 9am-2pm Tustin City Hall Parking Lot ADJOURNED IN MEMORY OF DENNIS "DENNY" SAILER ADJOURNED at 7:53 p.m. The next meeting is scheduled for Tuesday, May 17, 2016 for the Closed Session Meeting at 5:30 p.m. and the Regular Business Meeting at 7:00 p.m. in the Council Chamber, 300 Centennial Way, Tustin, California.
