SUBJECT: AUTHORIZATION TO SOLICIT PROPOSALS TO INITIATE A TUSTIN PUBLIC '�;!� v='T.
"HAZARD COMMUNICATION STANDARD" FOR THE CITY
RECOMMENDATION:
That the City Council, at their regular meeting of April 15, 1991 authorize the Director
of Public Works to solicit proposals to establish a Hazard Communication Standard for
the City as required by CAL/OSHA.
BACKGROUND:
The Hazard Communication Standard, California Code of Regulations, Title 8, Section
5194, is a regulation established by CAL/OSHA. The purpose of the regulation at so
ensure that all chemicals are evaluated for hazardous properties and employees
yees
working with these chemicals are informed of those hazards.
The standard requires that every business and Public Agency using hazardous
chemicals establish a comprehensive hazard communication program.
The four basic elements of a hazard communication program are:
1. An inventory of hazardous materials, with a Material Safety Data Sheet for each
material readily available to employees.
2. A written program that details the company's plan.
3. Labeling of all containers of hazardous materials in the workplace.
4. An employee training program, actively informing employees of potential
hazards associated with these materials and the precautions they should take
when using these materials.
DISCUSSION:
It is the intent of the Public Works Department to engage a consultant for d the City tial
hazardous materials inventory and prepare a comprehensive program
The program maintenance and training will thereafter be done by staff.
Sufficient funds are available in the current fiscal year budget.
