PARKER, EXECUTIVE DIRECTOR FROM: SUCCESSOR AGENCY SUBJECT: CONVEYANCE OF SUCCESSOR AGENCY PROPERTIES BY QUITCLAIM DEED TO THE CITY OF TUSTIN SUMMARY: Successor Agency to the Tustin Community Redevelopment Agency ("Successor Agency") approval is requested to convey title to two (2) properties by Quitclaim Deed to the City of Tustin. The properties are identified as follows: 1. 345 E. Main Street (APN: 401-592-19): Tustin Library 2. 200 S C Street (APN: 401-574-04): Tustin Senior Center RECOMMENDATION: It is recommended the City Council, acting as the Successor Agency, authorize the conveyance of title to two (2) properties by Quitclaim Deed to the City and authorize the Executive Director to execute the Deeds. FISCAL IMPACT: There is no fiscal impact. CORRELATION TO THE STRATEGIC PLAN: The conveyance of the properties to the City of Tustin addresses Goal B — Public Safety and Protection of Assets, protecting the City's public assets. BACKGROUND: In accordance with Health and Safety Code ("HSC") Section 34191.5(b), the Successor Agency prepared a Long Range Property Management Plan ("LRPMP") that addressed the disposition and use of the real properties of the former Redevelopment Agency and, on January 27, 2015, the Oversight Board to the Successor Agency approved the LRPMP. On February 3, 2015, the LRPMP was then submitted to State of California 977579.1 Agenda Report June 7, 2016 Page 2 Department of Finance ("DoF") for approval. On December 10, 2015, DoF approved the LRPMP. During DoF's review of the LRPMP, it came to staffs attention the former Redevelopment Agency still holds title to the Library and Senior Center. HSC Section 34181(a) allows properties owned by the former Redevelopment Agency and used for governmental purposes to be transferred to the City. On January 19, 2016, the Successor Agency approved the transfer of the properties to the City. Upon Successor Agency approval, the Oversight Board adopted Oversight Board ("OB") Resolution No. 16-03 on February 2, 2016, approving the transfer of the two properties to the City. Subsequently, the Successor Agency submitted OB Resolution 16-03 to DoF for final approval. On May 6, 2016, DoF approved OB Resolution 16-03. As a result, staff is seeking Successor Agency approval to convey the two properties to the City of Tustin by Quitclaim Deed. Staff is available to respond to any questions the Successor Agency may have.
