EL MODENA - IRVINE CHANNEL (FACILITY F07) FROM LA COLINA - RED
HILL CHANNEL TO RED HILL AVENUE (FILE NO. 1209)
RECOMMENDATION:
That the Tustin City Council approve the County of Orange project
for construction of improvements to the E1 Modena - Irvine Channel
between the La Colina - Red Hill Channel and Red Hill Avenue, with
said channel improvements designed to convey 100 -year storm flows.
BACKGROUND:
The El Modena - Irvine Channel (Facility F07) is a regional flood
control facility which is owned and maintained by the County of
Orange Environmental Management Agency (OCEMA). This particular
segment of channel is located adjacent to and southerly of the Red
Hill Lutheran Church.and between the La Colina - Red Hill Channel
on the east and Red Hill Avenue on the west. The channel
improvements consist of a vertical concrete wall channel with a
paved maintenance access road on each side of the channel.
DISCUSSION:
The subject channel improvements lie entirely within the City of
Tustin corporate limits and under the provisions of the Orange
County Flood Control Act, local agency approval of the project is
required prior to the County of Orange's award of a construction
contract.
City staff has had the opportunity to review and provide input
during the engineering design phase and the preparation of the
construction plans for this project. The facility has been
designed and will be constructed to convey 100 -year storm flows.
Staff requests that the Tustin City Council approve the County
project for construction of improvements to the E1 Modena - Irvine
Channel, between the La Colina - Red Hill Channel and Red Hill
Avenue. The location and limits of this project is shown on the
attached map.
