SUBJECT: AWARD CONTRACT FOR THE FISCAL YEAR 2015-16 ROADWAY
REHABILITATION AND SIDEWALK REPAIR PROJECT (CIP 70015)
SUMMARY:
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the Fiscal Year (FY) 2015-16 Roadway Rehabilitation
and Sidewalk Repair Project CIP 70015.
RECOMMENDATION:
It is recommended that the City Council award a construction contract to the lowest
responsive/responsible bidder, Sequel Contractors, Inc. in the amount of $1,479,346.36,
for the FY 2015-16 Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP
70015 and authorize the Mayor and the City Clerk to execute the contract documents
on behalf of the City.
FISCAL IMPACT:
Sufficient funds in the amount of $1,765,000 have been budgeted and appropriated in
the Fiscal Year 2015-2016 Capital Improvement Program Budget. CIP 70015 is part of
the City's on-going Maintenance of Effort (MOE) obligation to maintain eligibility for
Renewed Measure M (M2) funding. Funding is provided through a combination of
General Fund and Gas Tax.
CORRELATION TO STRATEGIC PLAN:
Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the
City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the
project implements Strategy #3, which among other items, is to ensure continuous

maintenance and improvement of public facilities.
BACKGROUND AND DISCUSSION:
The Roadway Rehabilitation and Citywide Sidewalk Repair CIP 70015 for Fiscal Year
2015-16 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry
sealing, and traffic striping on various streets within Zone 4 of the City's Pavement
Management Program. The City is divided into seven pavement management zones
with each zone targeted each year for pavement maintenance. Through a rolling of
seven year cycle, this program is intended to maintain the integrity of City streets. The
current phase, Zone 4 (attached map) is generally bounded by Nisson Road to the
north, Newport Avenue to the west, Edinger Avenue to the south, and Tustin Ranch
Road to the east. The project also includes citywide sidewalk repair which focuses on
removal and replacement of damaged sidewalk at numerous locations throughout the
City based on an annual field survey conducted by the Engineering Division. The
Engineer's Estimate is $1,620,000.
Formal bids were publicly opened on May 3, 2016 and reviewed by Public Works.

Staff has reviewed the references and the State Contractor's License for Sequel
Contractors, Inc. and has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract to the lowest
responsive/responsible bidder, Sequel Contractors, Inc. for the FY 2015-16 Roadway
Rehabilitation and Sidewalk Repair Project CIP 70015 and authorize the Mayor and the
City Clerk to execute the contract documents on behalf of the City.
