HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION CO'PLENDAR N0. 11 4-P5-91 SUBJECT: AUTHORIZATION TO ADVERTISE FOR BIDS - NISSON ROADWAY IMPROVEMENTS AND NISSON ROAD WATER MAIN IMPROVEMENTS RECOMMENDATION: That the Tustin City Council pass and adopt the attached Resolution No. 91-52 approving plans and specifications for the Nisson Roadway improvements and water main improvements between Newport Avenue and Red Hill Avenue, and authorize the removal and replacement of twelve trees along the southerly side of Nisson Road. BACKGROUND: The subject project consists of reconstruction of the certain failed portions of the roadway and the placement of an asphaltic concrete overlay on the entire surface of Nisson Road between Newport Avenue and Red Hill Avenue. As a supplement to this project, Caltrans will be constructing curb and gutter on the northerly side of Nisson Road between Newport Avenue and approximately 250 feet easterly of Utt Drive. This work, along with the City's proposed work, will provide a fully improved street. The City's project will be funded as follows: SB -140 Gas Tax Monies . . . . . . . . . . $10,300.00 General Fund Monies . . . . . . . . . . . 931000.00 - and must have a construction contract awarded by June 30, 1991. These funds have been budgeted within the 1990-91 Capital Improvement Program Budget. In addition to the previously mentioned roadway construction, staff is including the Nisson Road water main replacement between Newport Avneue and Red Hill Avenue within the subject contract. This water main replacement has also been budgeted in the amount of $160,500.00 in the 1990-91 Water Capital Improvement Program. DISCUSSION: With the Nisson Road improvements, staff is recommending that twelve existing pine trees along the southerly side of Nisson Road be removed and replaced with an acceptable species of trees that are conducive of parkway growth. The majority of these trees are currently impacting the roadway as follows: 1. Trees have outgrown the tree well size in which they were planted in the early 19601s. 2. Tree roots are raising the sidewalks, curb and gutter and street paving, and are impacting street drainage and pedestrian safety. 3. Trees have been forced to grow in a northerly direction resulting on encroachment within the travel roadway. This encroachment could result in damage to vehicles traveling adjacent to the curb. 4. Trees adjacent to the intersecting streets block visibility of motorists attempting to gain access to Nisson Road. A map delineating these trees is attached for the City Council's information. Ledendecker Director of Public Works/ City Engineer RSL:lmh:nisson 4-15-91 . 5-9-91 5-16-91 6-29-91 6-3-91 6-24-91 10-24-91 i 2 3 4 5 6 7 8 9 10 1] 12 13 14 15'. 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 91-52 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR ASPHALT CONCRETE REHABILITATION AND OVERLAY PROJECT, AND WATER MAIN REPLACEMENT ALONG NISSON ROAD BETWEEN NEWPORT AVENUE AND RED HILL AVENUE, AND AUTHORIZING ADVERTISEMENT OF BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California, to contract for asphalt concrete rehabilitation and overlay project and water main replacement along Nisson Road between Newport Avenue and Red Hill Avenue, and authorizing advertisement of bids; and WHEREAS, the City Engineer has presented plans specifications for the construction of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Asphalt Concrete Rehabilitation and Overlay Project and Water Main Replacement Along Nisson Road Between Newport Avenue and Red Hill Avenue BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specification; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, California, on the 15th day of April, 1991.
