HUSTON, CITY MANAGER CONSENT -CALENDAR NO. 12 4-15-91 Inter - Com PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE IMPROVEMENT OF RED HILL AVENUE FROM BARRANCA ROAD TO WARNER AVENUE AS PER COOPERATIVE AGREEMENT BETWEEN THE CITY OF SANTA ANA AND THE RECOMMENDATION: It is recommended that the City Council, at their meeting of April 15, 1991, adopt the attached resolution approving plans and specifications and authorizing advertisement for bids for subject project. BACKGROUND: This project provides for the improvement of Red Hill Avenue from Barranca Road to Warner Avenue. The scope of the project is to reconstruct and/or rejuvenate and resurface the highway pavement. Related work on the project will include traffic striping and pavement markers, detection loops, sidewalk and curb and gutter repair, traffic signal modifications, placement of pavement reinforcing fabric, and adjustment of manholes and water valves to grade. This project is a joint effort between the City of Santa Ana and City of Tustin that will allow the entire street to be improved in lieu of just three quarters of the street. The estimated construction cost of the project is $719,780.00. This project has been approved for 50% funding in the amount of $359,390.00 for eligible items by Orange County Unified Transportation Trust (OCUTT).. The City of Santa Ana will reimburse the City of Tustin for Santa Ana's portion of the construction costs, which is estimated to be $130,000.00 and the City of Tustin's cost is estimated to be $230,390.00. City funding for this project has been included within the 1990-91 Capital Improvement Program in the amount of $242,100.00 The Proposed schedule is as follows: Bid Authorization . . . . . . Wisam Altowaij i Associate Civil Engineer 11 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 91-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE IMPROVEMENT OF RED HILL AVENUE FROM BARRANCA ROAD TO WARNER AVENUE, AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California, to contract for construction of improvement of Red Hill Avenue from Barranca Road to Warner Avenue; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Improvement of Red Hill Avenue From Barranca Road to Warner Avenue BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
