HUSTON, CITY MANAGER COMMUNITY SERVICES DEPARTMENT CONSENT CALENDAR NO. 7 4-1-91 Inter - Com AWARD OF CONTRACT FOR RENOVATION IMPROVEMENTS AT FRONTIER PARKIB PLAY AREA RECOMMENDATION: To award a contract for Renovation Improvements at Frontier Park's Play Area to Mathis Construction, Inc. in the amount of $82,907.00. BACKGROUND: The concept plan for this project, attachment A, was selected by neighbors surrounding the park in collaboration with the Parks and. Recreation Commission. The scope of work includes: Extensive playground regrading; concrete work to enclose the play areas including a tot lot and an area for older children; removal of the fort structure; filling the play areas with sand; reusing suitable existing play structures; and phasing the construction of new play equipment over the next five years. The project has completed the entire review process. These reviews include the Design Review Board and Planning Commission, who approved the project by amending Conditional Use Permit #73-18. The working drawings have been completed and all approvals required by the City's plan check process have been obtained. On January 17, 1991, the Parks and Recreation Commission recommended that the City Council authorize advertisement for bids for the project. The City Council approved the plans and specifications and directed the City Clerk to advertise for bids on February 4, 1991. DISCUSSION: Sealed bids were opened on March 19, 1991. opened as follows: Mathis Construction, Rancho Cucamonga Hondo Company, Santa Ana Bopark Enterprises, Rancho Cucamonga Artistic, La Mirada John C. Ettlin, San Juan Capistrano Coast Landscape, Laguna Hills Allied Sprinkler, Anaheim Valley Crest Landscape, Santa Ana Wakeham -Baker, Fountain Valley Oliver Bros., Mira Loma Bemis Landscape, Santa Ana Executive Landscape, Laverne Terracal Construction, Baldwin Park Black Jack Construction, Walnut G.M.G. Construction, Yorba Linda Gateway Construction, Long Beach Marina, Irvine Empire Landscape, Riverside Sunrise Landscape, Santa Fe Springs Glen Craft Construction, Orange Ryko Construction, Gardena Twenty-one bids were $ 82,907.00 $ 85,685.25 $ 90,096.20 $ 91,617.00 $ 94,949.00 $ 95,526.16 $ 97,908.10 $ 97,928.00 $ 98,098.00 $ 981239.50 $109.518.00 $110,412.00 $114,225.05 $120,954.85 $124,839.80 $126,717.00 $135,731.00 $141,127.00 $141,472.00 $143,891.74 $177,048.60 Subsequent to an extensive reference check, Staff has determined that Mathis Construction submitted the lowest qualified bid. The project falls within the $111,000 budgeted for the project. Following the award of contract, it is expected that construction period will be May 1, 1991, through July 12, 1991. Since bids came in lower than expected, money is left in the budget to replace the play equipment sooner than planned. Community Services Department staff will be working with the project designer to develop plans to install new play equipment in the tot lot and the area for older kids (see attachment B). So that progress on this project is not slowed, Staff and project designer recommend that the installation of this equipment be a separate project. Since the project was initially designed to be phased, no adverse impacts are foreseen with constructing the new play equipment as a separate project. Susan M. JoneR Aoyleen A.
