HUSTON COMMUNITY SERVICES DEPARTMENT CONSENT CALENDAR NO. 8 4-1-91 Inter - Com AWARD OF CONTRACT FOR PARR LIGHTING IMPROVEMENTS AT MAGNOLIA TREE PARK RECOMMENDATION: To award a contract in the amount of $23,825.39 to John Withers & Sons for Park Lighting Improvements at Magnolia Tree Park. BACKGROUND: The lighting improvements to be accomplished in this contract are a result of lighting study conducted by electrical engineers from RWR Pascoe and a result of concerns expressed to staff during a meeting with the Peppertree Homeowners' Association. The work to be done will replace the lighting fixtures on 17 existing poles, and will add 10 new lights around the tennis courts. On January 21, 1991, the City Council approved the Plans and Specifications and directed the City Clerk to advertise for bids for the project. DISCUSSION.: Sealed bids were opened on March 12, 1991. Fifteen bids were opened as follows: John Withers & Sons, Chatsworth Building Energy Consultants, Nipomo Laubach Electric, Tustin Skips Electric, Fullerton National Electrical Contractors, Tarzana Smithson Electric, Anaheim Mel Smith Electric, Stanton Brewster Electric, Anaheim Power Distributors, Inc., City of Industry Cunningham Davis, Fontana Sturgeon Electric, Yorba Linda Dewco, Anaheim Electrical Systems Engineering, Norwalk Raymore electric, Baldwin Park Baxter -Griffin, Stanton $23,825.39 $28,700.00 $29,100.00 $29,348.00 $29,859.00 $29,892.00 $31,142.00 $31,144.00 $31,788.00 $33,566.61 $34,700.00 $35,224.00 $36,129.00 $36,879.00 $47,400.00 John Withers & Sons, Inc. was the lowest bidder, however, this bid was submitted without a bidder's bond. The City's Notice Inviting Bids allows the waiver of "any informality on a bid". The City Attorney has agreed that waiving the need for a bidder's bond would be'appropriate in this case. Community Services Department staff has determined that John Withers & Sons, Inc. is the lowest qualified bidder. After checking this contractor's references, it was learned that John Withers & Sons has responsibly and successfully completed similar projects in other Southern California cities. Furthermore, project designer RWR Pascoe Electrical Engineers, have reviewed the bid and have concluded that it has been thoroughly prepared and takes into account all the elements of the project. Based on the comments of the contractor's references and review of the bid by the electrical engineer, staff recommends that John Withers & Sons, Inc. be awarded the contract. The contract amount of $23,825.39 falls well within the $50,000 budgeted for the project. Following the award of contract, it is expected that the construction period will be May 1 through July 12, 1991. Susan M. Jones Royleen A.
